DESCRIPTION OF WORK: The Administrative Office of the Courts (AOC) seeks a qualified candidate to serve as the Network Infrastructure Services (NIS) Manager. This position is responsible for the leadership, management and development of a team of approximately 19 members supporting the complete lifecycle of the Judicial Branch enterprise network and associated network services. The NIS Manager will ensure the continual availability of the state-wide enterprise network while also maintaining service quality through effective use of team resources, vendor services and deployed hardware and software. Oversight of billing and budgetary recommendations will be a responsibility of this position. The NIS Manager will update / write, communicate and ensure adherence to all policies, procedures and standards adopted by the NIS team and the AOC. The NIS Manager will oversee the development and implementation of new technologies. Oversight will be required for each phase of project development and implementation to include research, design, testing, documentation training and roll-out.
KNOWLEDGE, SKILLS, and ABILITIES: Requires strong leadership, managerial and organizational skills; excellent and demonstrable written and verbal communication skills; the ability to work independently and with teams; excellent analytical, problem-solving, and interpersonal skills; proven knowledge of project management including but not limited to, project scope definition, value assessment, resource planning, requirements gathering, design specifications, implementation, testing, and training; ability to work toward and meet project milestones and deadlines; and ability to work from the input of other groups to create the functional and architectural requirements of policy, procedures, and standards. The successful candidate will have a strong understanding of various technologies to include TCP/IP, routing, switching, dynamic routing protocols, VLAN, IPSEC, firewalls, Metro Ethernet, Frame-Relay, DSL, DWDM, caching / content filtering, antivirus, DNS, DHCP, and others. The NIS manager is expected to be competent in numerous areas of technology using existing knowledge and skills as well as utilizing all available resources such as books, articles and leveraging vendor relationships. This position will be responsible for continual reporting on all aspects of service, project and task status. At times this will include writing and presenting to executive management recommendations for network issue resolution, technological and architectural changes and process and procedure improvements.
BASIC QUALIFICATION REQUIREMENTS: Completion of a Bachelors in Computer Science, Computer Information Systems, Networking, or other Technical area and seven years of related experience; or equivalent combination of education and experience.
Relevant expereince in managment of teams responsible for data networks and network services in a large enterprise (>10K Users); Least 2 years of experience in developing complex projects across all phases of the project life cylce, and at least 1 year of IT experience in research methods and practices.
