ROW Manager - Gulf Coast Region
Targa Resources, Inc. (Targa) is a leading provider of midstream natural gas and NGL services in the United States. We own and operate approximately 12,090 miles of natural gas and NGL pipelines, with natural gas gathering systems covering approximately 14,400 square miles and 21 natural gas processing plants located primarily in the Permian Basin, Texas, New Mexico and Louisiana regions. Targa is currently seeking a ROW Manager - Gulf Coast Region for the Lake Charles, LA area.
Job Duties / Responsibilities (specific to the department, location or position):
Right of Way Manager / will be responsible for management of all aspects of right of way and claims in the Louisiana, Galena Park and Mont Belvieu area / Manager will oversee all contract right of way agents in this area. Manager will be a key contributor in all pipeline related projects, with strong teamwork interfacing with landowners, agencies, commercial, plant management, field operations, engineering, construction personnel, surveyors and management. Manager should be able to handle multiple assignments and deadlines. Acquire necessary easements (Servitudes), licenses, permits (Parish Police Jury), and approvals necessary for pipeline systems, well connects, operations and maintenance. Manager must be experienced in the condemnation (expropriation) process, able to mitigate and resolve problems pertaining to all rights of way activities. Make recommendations on route selections, assist with due diligence on acquisitions and divestures and assist with right of way and permit cost estimates for new projects. Represent the company at public meetings with Parish Police Jury, Municipalities and quasi-governmental entities. Manager must be experienced with and able to assist as needed in the drafting of legal documents such as easements, leases, releases, consents to encroach, and other instruments for further review and approval by legal staff. Respond to inquiries from co-workers, outside concerns, pipeline operations and handle encroachments. Assist Right of Way Director in all areas of right of way and permit functions, including attending meetings for upcoming pipeline projects, expansions, purchases, relocations and advise engineering and operations on right of way and permit matters involved in pipeline projects.
Minimum Essential Qualifications (include physical requirements):
§ Minimum High School Diploma or Equivalent. 4 Year College Degree preferred.
§ Position requires a minimum of 10 years management experience in Right of Way profession or related fields.
§ Must be able to manage contract agents, read and interpret right of way documents and engineering drawings.
§ Demonstrated ability to communicate with internal and external customers and management at various levels of an organization
§ One must also be prepared to act as a Company representative, thereby displaying a high level of professionalism and integrity.
§ Proficient in Microsoft Word, Excel, Access, Etc.
Preferred Qualifications (used as a tool to prioritize candidates that meet minimum qualifications):
A plus if familiar with Oracle Database and Crystal Reports, IRWA or any other affiliated association
