EXPERIENCE: 
B.S in Chemistry + 5 years experience in an industrial setting, PhD will have preference. Previous supervisory experience. This is a management position.  Will have 8 direct reports. Thorough knowledge of quality assurance procedures, guidelines and testing criteria. Working knowledge of analytical chemistry with experience in GC, GCMS and LIMS operation. ISO-9000 knowledge highly desirable. Excellent communication (verbal and written). Leadership skills. Experience and ability to work in a team atmosphere. Attention to detail. Knowledge of the principles surrounding the implementation of self directed work teams and effective coaching are essential. A working knowledge of DOT, IMO, OSHA, EPA and TCEQ regulations as they apply to this company and QA department. Good working knowledge of analytical chemistry, especially gas chromatography.

DUTIES:
Quality Management:
The Director-Texas Operations has appointed the Manager - QA the ISO-9002 "Management Representative" for the Texas Operations Site.  This appointment carries with it the responsibility and independent authority for assuring the maintenance and implementation of Texas Operations quality program in accordance with corporate and site guidelines.
The Manager - QA: Participates in providing quality system Management Review activities for the region and participates in meetings of the North American Quality Team (NAQT).  Provides for the evaluation of new raw or purchased materials for Texas Operation processes, provides for the issuance of applicable raw material and purchased material specifications, and provides for vendor notification of non-conformance when non-conforming materials or services are received.
Publishes Texas Operations Manufacturing Specifications according to site procedures. Supplies technical service to both internal and external customers through the resolution of quality problems and customer complaints. This is accomplished by directing the activities of Texas Operations personnel and liaison with Regional Sales-Product Management personnel (NY)
Organizes and executes internal quality audits and acts as the Lead Internal Auditor for this company, Texas Operations. Management Responsibility Implements "Individual Goals, Objectives and Expectations" (IGOE's) given to the Manager - QA by the Director-Texas Operations according to  procedures. Prepares objectives and standards for all QA department employees and evaluates the job performance of all departmental employees on at least a yearly schedule according to procedures. Prepares written monthly scorecard report to the Director-Texas Operations providing metrics and describing the activities of the QA department. Provides for implementation and maintenance of the QA department as a self-directed work team.  Provides for coaching and mentoring of team members in both departmental SOPs and ancillary areas required for the discharge of their duties including safety and environmental compliance.  Provides empowerment of QA Core Team members to the level of their ability to accept new responsibilities. Provides for the implementation and maintenance of the "Texas Operations Guide for Safety Excellence" (TOGSE) program and Responsible Care (RC14001) within the QA department.
Serves as a member of the Texas Leadership Team (TLT).  Supports the team charter and the goals of the team including the goals of the Director of Texas Operations this companies North American Region.
Provides for annual capital and operating budget plans that result in maximizing efficiency and reducing the cost of all QA department activities while providing a high level of service to external, site, and Regional customers.
The Manager - QA may also be assigned other responsibilities either temporary or permanent at the discretion of the Director-Texas Operations.

RESPONSIBLE CARE MANAGEMENT RESPONSIBILITIES AND AUTHORITY
Practice Responsible Care through active participation in the Responsible Care Management System and adhere to the Guiding Principles of Responsible Care RC14001.
Understand your role in Responsible Care and be able to identify the significant environmental, health, safety, and security (EHSS) risks in your area of responsibility, the controls for each significant aspect and how to manage them as needed.


Functional Responsibilities- Quality Assurance:
Provides for the conformance testing of incoming bulk raw materials to the Texas Operations site to raw materials specifications.  Declares lots of incoming raw materials as conforming or non-conforming to  specification.  If conformance criterion is not met, the Manager - QA prevents the use of such materials via established site procedures.
Provides for the conformance testing of out going finished products to customer specifications.  Declare lots of outgoing finished products as conforming or non-conforming to customer specification.  If conformance criterion is not met at the site, the Manager - QA prevents the delivery of such materials via established site procedures.
Provides analytical services for the Texas Operations site by the installation and maintenance of laboratory and in-process test equipment.  Installs and maintains a site Lab Information Management System (LIMS) to distribute information to internal and external customers as appropriate.
Coordinates customer visits or customer audits of the  Texas Operations site, as applicable.
Participates in  internal quality audits for ISO-9002 compliance at Texas Operations and other corporate locations and participates in quality audits of suppliers of goods or services to theTexas Operations.
