Project SPA (Single Point Accountability)
Description:Among the refinery's products are gasoline, diesel, jet fuel, asphalt (over 8% of total US production!), petroleum coke, xylene, LPG, and butane. Financially the refinery is very successful with typical annual RCOPs well in excess of $200mm. HSSE performance is a constant challenge and is on a generally improving trend.WBU CAPEX and SPE (REVEX) spend has more than doubled since 2004 with even higher forecasts for 2009 and beyond. During this time period Whitings IPA cost index has slipped; schedule compliance has dropped; scope definition and control is poor, and front-end-loading (FEL) is below our goal of "Best Practical Range". A breakthrough is needed to improve project execution to improve the efficiency and effectiveness of our investment. In order to achieve this breakthrough Whiting is creating a group of dedicated investment project leaders who will fulfill the CVP role of Single point of Accountability (SPA). The intent of this group will be to achieve the following goals:- More effective CVP execution - doing projects right- Better portfolio management - doing the right projects- Earlier identification of projects - doing projects at the right pace- Compliance with GIAAPs - obtaining proper authorizationThe Investment SPA role will oversee SPE and CAPEX projects. Typically these projects will be greater than $10m, multi-year and/or cross area refinery projects.Qualifications:Bachelor of Science in Chemical Engineering or related area required.Minimum of 5 years of experience in refining or petrochemical operations required.Experience in development and execution of projectsA strong business perspective and understanding of financial and project evaluation techniques and measures.Strong negotiation skills and experience in helping a team identify key issues for negotiating positions and agreements with third parties.Salary/Benefits: Salary commensurate with experienceJob Location: Whiting, INJob Number: RUSABP3248-616591Company Profile:Our business is the exploration, production, refining, trading and distribution of energy.
