Manager, Capital & Environ. Strategic Procurement

JOB DIMENSIONS
* Lead Negotiator for Major Capital Project Contracts over $5M
* Manages procurement activity for all capital projects over $1M and capital equipment purchases over $ 250K
* Responsible for strategizing, planning, negotiating, executing and maintaining national agreements for key capital equipment or other plant requirements as requested
* Serves as purchasing resource to all regional and plant purchasing managers for capital projects, engineering and maintenance service contracts, and capital equipment purchases
* Manages and negotiates environmental contracts and supports environmental projects as requested by Environmental Dept.

SPECIFIC JOB ACTIVITIES
* Helps to develop contract and negotiation strategies for Major Capital Projects then leads negotiation team in executing these strategies
* Participate in Arkema Staged Action Process (ASAP) starting at Gate # 2
* Prepare Requests for Quotations (RFQs) and evaluate commercial aspects of proposals
* Develop "Project Procurement Plans" for all Major Capital Projects
* Negotiate price as well as terms and conditions with selected contractors and suppliers
* Supervise and/or prepare purchase orders and contracts for goods and services
* Capture and report savings attributed to procurement activity
* Management of suppliers
* Identifies strategic value added/savings opportunities and acts on them through to implementation using a dedicated team - may include non-capital spend to assist other Procurement Managers or plant requests

- Minimum 5 years Purchasing experience in Chemical Process Industry
- Minimum 5 years experience in purchasing capital equipment, contracted and environmental services
- BS Degree from accredited University
- Ability to read Process Flow Diagrams (PFDs) and engineering drawings.
- Solid understanding of both commercial and legal aspects of capital and environmental purchasing
- Strong negotiation skills
- Strong communication and presentations skills to convey key finding and recommendations, problem resolution
- Effective oral and written communicator
- SAP and Lotus notes experience preferred
- CPM certification a plus
