POSITION SPECIFICS
Purpose of Position:
Conducts and maintains Company-wide reporting and analysis of Operations business intelligence activities. Level 3 serves as lead planner for assigned business process.
Level 2 Position Essential Functions:1. Evaluates operation processes; identifies and analyzes key operational metrics to support ongoing operational performance improvement.2. Develops, collects, and maintains analytical tools and databases in support of the overall research planning efforts.
3. Serves as Company-wide focal point for research and analysis.
4. Develops forecasts utilizing statistical and trend analysis tools.
5. Participates in financial and technical analyses of business activities.
6. Supplies research/analysis information to department/executive staff.
7. Supports the development and implementation of strategic information systems and works to automate reports and information distribution.
8. Coordinates and facilitates Company-wide decision making utilizing databases.
9. Establishes and maintains productive business partnerships across the organization.
Level 3 Position Essential Functions include the following (in addition to Level 2 functions listed above):
10. Serves as lead planner for assigned business process, acting as the primary liaison, and working with Process Director to establish and monitor metrics.
11. Supports development of capital and operating budgets, including variance analysis.
12. Supports process improvement processes including flow-charting, workflow analysis, and benchmarking, focusing heavily on business analytics.
13. Provides operations workload forecasting and monitors assignment of tasks to level 1 or 2 analysts.
14. Proactively identifies problems and risks; actively seeks resolution of known problems; communicates and escalates as needed.
15. Evaluates and develops operations processes; identifies and analyzes key operational metrics to support ongoing operational performance improvement and forecasts needs utilizing statistical and trend analysis tools.
Level 2 Position Qualifications (In addition to required job description elements provided below):
· Bachelor's degree in Business Administration, Marketing, Finance, Accounting, Engineering, Human Resource Management, or other applicable fields or an equivalent combination of education and experience.
· 5 years utility operations or heavy underground construction experience. Natural gas experience preferred.
· Knowledge of natural gas equipment, applications, supply conditions, competitive advantages, and availability preferred.
· Knowledge of business plans and strategies as well as familiarity with financial and statistical analyses.
· Knowledge of market research, data collection and analysis methods and techniques.
· Demonstrated computer/PC skill; primarily spreadsheet, database and graphics application. Knowledge of two or more database applications such as, SAS, SPSS, Access, Excel, MS Reporting Services, and SQL preferred.
· Demonstrated skill and ability to produce effective written communication, including report preparation, and statistical documentation for a variety of audiences.
· Demonstrated ability to be self-managed, organize time/projects, and apply skills in problem solving and decision-making.
· Ability to communicate effectively on an individual and group presentation basis, including negotiation and facilitation skills and techniques.
· Ability to facilitate and coordinate projects, resources, and personnel.
· Ability to prioritize the team’s work to meet tight schedules and demanding targets while delivering high quality products; effectively managing competing priorities and reconciling divergent expectations.
Level 3 Position qualifications include the following (in addition to Level 2 qualifications listed above):
· Knowledge of utility regulations and rates.
· Experience with process improvement projects; able to develop, analyze, and / or assess complex business systems (including people, processes, costs, and technology).
· Excellent verbal and written communication skills, including the preparation of documents and presentations for varied audiences.
· Experience providing leadership and direction without the benefit of formal authority.
· Experience developing and maintaining a high degree of credibility and trust across an organization.
· Ability to effectively challenge the status quo to improve results.
· Ability to identify, facilitate and coordinate projects, resources, and personnel.

General Purpose
Conducts analysis through research, gathering and interpretation of data, development of alternatives and recommendations. Presents analysis and recommendations to management and may implement selected alternative. Analyses include feasibility studies, cost/benefit analysis, trending/forecasting, financial analysis, budget analysis, and reporting.

Education/Experience
Bachelor's degree in Business Administration, Marketing, Finance, Human Resource Management or other applicable fields or an equivalent combination of education and experience which contributed to the development of proven data/information gathering, analysis, modeling and interpretation skills.
Level: 2 or 3 depending on qualifications
Level 2: Under general supervision performs moderately complex assignments requiring analysis, integration and creativity.
Level 3: Under general guidance performs complex assignments lacking precedent and requiring creativity. Serves as an expert in the discipline, provides advice or functional direction, and/or assumes a lead role in the work group.
Special Requirements
May require special certifications or advanced degrees.
Discipline: Business/Budgeting
Activities related to the development, analysis, measurement, and reporting of budgetary and business performance including examining actuals against targets, and forecasting performance.
Monthly salary range: Level 2: $4,779 - $6,930 (Grade 19) or Level 3: $5,210 - $7,554 (Grade 20) depending upon qualifications.
This is an exempt position.
