Temporary Expert Recruitment Consultant
Position Summary:Responsible for delivering effective, proactive and responsive recruitment/workforce management consultative services (to include workforce planning, career services, retention strategies, recruitment and diversity) to hiring managers, which result in the best match, of the most qualified candidates for assigned specialty positions (management/exempt, licensed Behavioral Health, Social Work, Optometry, Dietetics & Imaging). Performs critical role in delivery, education and compliance for organization wide inplacement and retention. Education/License/Certification: Bachelor’s degree in Human Resources, Business Administration or related field or equivalent experience. Master degree preferred. Qualifications: Minimum of 4 years experience in recruitment screening and selection of management/exempt, licensed Behavioral Health, Social Work, Optometry, Dietetics & Imaging professionals. Demonstrated counseling ability. Demonstrated consultative skills. Demonstrated executive presence with leadership ability. Ability to quickly build relationships and establish trust with leaders, hiring managers, colleagues and candidates. Broad general knowledge of HR concepts, and processes and their interdependencies. Demonstrated networking capabilities and creativity in sourcing candidates. Experienced forecasting recruitment needs (workforce planning i.e. position control, core staffing, reconciliation of postings). Demonstrated knowledge of recruitment processes (candidate sourcing, resume evaluation, candidate assessment and interview, and matching position to best candidate background). Demonstrated knowledge of governmental regulations, court decisions and professional standards and practices related to EEO/AA, legalities and ethics of recruitment, and job analysis. Excels in oral and written communication skills, including presentation skills. Able to interact with multiple levels of staff to effect change. Demonstrated ability to effectively collaborate with team members. Effective interpersonal skills with the ability to meet the demands of the diverse and changing needs of the assigned specialty areas. Strong customer focus required. Demonstrated critical thinking, flexibility and negotiation skills. Demonstrated coordination, organization and project management skills. Demonstrated computer literacy to include experience in using data and metrics to demonstrate success (i.e. return on investment, time to fill, quality of hires and various other recruitment and retention data). Experienced training professionals on recruitment selection techniques and methodologies. Demonstrated understanding of branding and image. Able to work in a labor management partnership environment. Willing to travel 40% of the time.Preferred Qualifications:Collective Bargaining experience (preferred). Experience recruiting at national events and conferences (preferred). Experience recruitment outside of logistical area (preferred). Experience with quality improvement methodology (preferred).Demonstrated knowledge of interest based problem-solving skills (preferred).Duties:Develops, in collaboration with Selection and Assessment Leader, effective resume evaluation, screening, interviewing, and assessment tools. Implements strategies to ensure the best candidates are referred and hired. Proactively seeks manager feedback regarding satisfaction with hire. Develops, builds and maintains candidate relationships through effective portfolio management techniques. Tracks and maintains contact with the best candidates from identification through hire. Maintains ongoing communications with candidates promoting interest in positions and Kaiser as an employer, identifying candidate’s interest by location and type of position desired. Matches candidate needs with organizational need to ensure fit. Develops, designs and implements marketing plan for assigned position (e.g. advertisements, direct mail campaigns, participation/attendance at job fairs and professional conferences). Promotes the organization as Employer of Choice whenever possible and appropriate. Acts as an ambassador for the organization at events, educational institutions, professional/community associations, and staff associations, in employee interactions and to the public at large. Builds effective ongoing strategic relationships with key contacts at assigned educational institutions to develop a pipeline of candidates for specialty area positions. Consults with managers and leaders of specialty groups to ensure placement of top graduates for assigned positions becomes an integrated workforce building strategy. Track relevant data regarding school enrollment, pass rates, etc to inform strategic plan and hiring strategies. Ensures compliance with existing State and Federal laws and organization policies, procedures. Consistently supports compliance and the Principles of Responsibility (Kaiser Permanente's Code of Conduct) by maintaining the privacy and confidentiality of information, protecting the assets of the organization, acting with ethics and integrity. Reports non-compliance, and adheres to applicable federal, state and local laws and regulations, accreditation and licenser requirements (if applicable), and Kaiser Permanente's policies and procedures.
