JOB DESCRIPTION & POSITION RESPONSIBILITIES

The Senior Acquisition Specialist will play an integral role in the success of the Acquisition and Program Support group. Specifically, he/she will be responsible for:
- Providing a broad range of pre-award and post-award contract support functions for complex 

  procurement actions such as acquisition planning, acquisition strategy, market analysis, price/cost

  analysis, and assisting  with contract administration and closeout.
- Drafting of procurement guidance and policy, Justification & Approvals (J&A), business clearance

  memorandum, Determinations and Findings (D&Fs), contract modifications, and other necessary

  documentation.
- Reviewing and analyzing requests for the procurement of goods and services.
- Applying the FAR and DFARS to all assigned procurement actions to ensure compliance.
- Reviewing and making recommendations involving: Work Breakdown Structures (WBS), FAR

  Standard Forms, Performance Work Statements, Independent Cost Estimates, Evaluation Factors

  Memoranda, Pre-

  Award Memoranda and other supporting documentation.


PROFESSIONAL QUALIFICATIONS: 
- A minimum of 12 years proven experience related to developing acquisition/procurement policy and

  supporting large, major or complex acquisitions.
- Expert comprehension of the Federal institutional framework, regulations and the procurement

  process.
- Minimum of a Bachelor's degree; and/or 24 semester hours in business, accounting, finance,

  acquisition, purchasing, economics, industrial management, marketing or quantities methods.
- Professional certification (CPCM, CFCM, CCCM) or completion of all DAWIA Level III equivalent

  coursework.
- Outstanding communication skills.


PREFERRED SKILLS:

- An advanced degree or additional certification (PMP, CAPM, Six Sigma)


WORK LOCATION: Washington Metropolitan Area
