SUMMARY:  This position is responsible for finding and responding to bid solicitations received from agencies around the CONUS.  Bid solicitations are usually Requests for Proposal (RFPs), but can also include other documents required at various stages during the agency’s evaluation process, each of which has a non-negotiable deadline.

Primary Duties & Responsibilities:

·  Analyze bid opportunities and create checklists and assignments.

·  Coordinate the gathering of required information from outside departments. 

·  Create required timeline for all submissions.  The ability to set prioritization for key deliverables is critical.

·  Organize all outstanding deliverables.

·  Create/write the proposal based on existing information and external submissions.

·  Produce proposal components and work with team to consolidate and send to the interested agency.

·  Organize and assist with updating boilerplate information.

·  Assist with research projects, as necessary.

·  Ensures that proposals are accomplished in accordance with policies, sound business practices and are in compliance with Department of Defense regulations

·  Assist in determining negotiation/presentation strategies.

·  Communicate in English, both written and verbal.

·  Ensure all requirements are met when submitting proposals to the government.

·  Develop and ensure the adequacy of Basis of Estimates.

·  Other duties may be assigned.

 

Requirements:

 

·  B.S. Degree in Business Administration – General, Communications, Scientific, Engineering Management.

·  Five years related experience

·  Knowledge of government procurement cycle; major aerospace or defense programs

·  Knowledge of the market place and government needs, objectives, and expectations.

·  Presentation skills and the ability to communicate, influence and gain commitment.

·  Hands-on skills in the areas of desktop computer applications (MSOffice), proposal development, and the opportunity management process.

·  May be required to meet eligibility requirements for access to classified information.

·  Professional and upbeat attitude.

·  Strong written and verbal communication skills.

·  Strong organizational and time management skills.

·  Strong reading comprehension & analytical skills.

·  Must be able to understand commonly used technical terms.

·  Must be a leader and driver of tasks.

·  Able to work in a fast-paced, rapidly changing environment.

·  Must be able to multitask.
