Consultant - State and Local Business Developer

The S&L Business Developer will be expected to work full-time with the flexibility to engage in client delivery as desired. The State and Local (S&L) Business Developer will be responsible for coordinating a strategic planning, business development, and marketing process for the S&L Business Unit. Core functions of this role include: -Work with the Engagement Managers (EMs) to create and execute an S&L BD strategy -Drive the creation and implementation of the S&L BD strategy -Develop an external strategic plan focused on the S&L market space and where to pursue business (including BD, communication, staffing, etc.) -Coordinate with the Business Coordinator to understand the internal processes for reaching the strategic goals -Coordinate, support, and inform S&L EMs on strategic issues related to business opportunities (i.e., BD, SRA, etc.) -Maintain awareness of new BD opportunities, tactics, and support mechanisms -Maintain awareness of current and past projects across Touchstone -Partner with EMs to resolve issues related to BD -Analyze S&L IPRs for alignment with business development goals-Monitor and develop the S&L project pipeline -Partner and liaise with Touchstone BD coordinators -Find and review S&L RFPs -Determine feasibility of bidding on S&L RFPs -Coordinate the proposal writing process -Participate in and/or lead the development of content for proposals and white papers (based on where the opportunity originates) -Understand contracting vehicles used in the individual States-Coordinate with other Business Units -Market the S&L presence and capabilities -Understand Federal grants and how they can be leveraged for S&L BD opportunities-Gather and disseminate information pertinent to S&L work -Identify issue and funding trends within the S&L arena (both internal and external trends) and share them with the Business Coordinator and S&L EMs-Serve as the S&L "ambassador" and ensure diplomacy in managing cross-BU coordination -Ensure coordination with SRA State-based offices -Ensure coordination with other Touchstone BUs-Support and coordinate branding & marketing for the S&L BU -Assess internal and external stakeholders -Create and execute a strategic communications campaign for each stakeholder groupMandatory prior experience includes:-Project management experience-BD experience - knowledge of formal RFP search techniques, and general contracting and pricing.To learn more about SRA International, go to www.sra.com.SRA International is an Equal Opportunity Employer.
