Primary Functions:To provide communications and marketing support to the Office of Communication and Consumer Information. To assist in market research, planning, coordinating, developing, delivering and/or promoting consumer information activities in support of agency programs.  To assist in developing strategies for engaging the participation of key public and private sector organizations in agency consumer information activities.  To provide advice to the Chief, CID on how NHTSA's consumer information programs, messages and materials can more consistently and effectively convey agency priorities.

The incumbent works under the supervision of the Division Chief to support the Division's mission through the development and implementation of communication plans, marketing activities, and development and dissemination of materials.

Assists in the development and implementation of marketing plans for informational programs within the Division, and for the management and execution of these plans internally or by a contractor. Marketing plans may include consumer research of both a qualitative and quantitative nature, development of strategies and tactics to support marketing objectives, development of materials, outreach, and evaluation.

Responsible for analyzing consumer research studies, papers, conference proceedings, surveys and other materials, and recommends improvements to materials developed by the Division based on the analyses. Is partially responsible for the development of messages, campaigns and strategies for the Division. Responds knowledgeably and effectively to basic inquiries on traffic and motor vehicle safety consumer issues.

Develops and maintains working relationships with consumer interest groups, other NHTSA offices, national organizations, State and local governments and other constituents. Works with these organizations and other Agency offices as appropriate, to disseminate motor vehicle and traffic safety issues, programs, and materials. Explores new strategies and cooperative ventures to more effectively and efficiently promote motor vehicle and traffic safety programs, and recommends improvements to Division Chief.

Assists in the development of annual and multi-year program plans for those programs for which responsible.  Responsible for assisting in project planning for assigned area(s).  Provides technical support to Division in responding to planning queries.

Provides technical assistance and consultation to consumer groups, organizations, industry, regions, States and communities on Agency programs and issues.  Participates in workshops, conferences and meetings as a representative of the Division.  Responds to queries and requests for information and materials on motor vehicle and traffic safety programs and issues.

Consults with and advises the Division Chief on matters relating to assigned areas, keeping the Division Chief informed of the status of current programs, projects, problems and controversial issues.  Required Skills



Bachelor's Degree from an accredited college in communications, marketing, public relations, or English and 5-8 years experience. Experience with media campaigns, press, social marketing strategy, and advocacy. Proficiency in Microsoft Office. Ability to work overtime required. Travel required on occasion, some of which will be on weekends.
