Subcontracts Administrator

• A senior level individual with excellent oral and written communication skills. Must understand and be capable of interpreting contract language and be current on legal matters affecting subcontract activity. Develops advanced concepts, techniques, and standards; viewed as expert within the corporation. Develops solutions to problems of unusual complexity and scope that require a high degree of innovation and ingenuity.   • Manage the commercial aspects of the subcontracts in the field from inquiry through award, execution, and closeout of the subcontracts pursuant to established procedures. Establish proposed bidders list for all subcontracts, including pre qualification of bidders. Issue inquiry packages in accordance with execution schedule.
  • Prime consultant to management and internal and external spokesperson for organization on highly significant contract and business matters. Liaison with Commercial/Legal group regarding Subcontract Terms and Conditions of inquires & Subcontracts and with Engineering regarding the technical content of each inquiry & Subcontracts.
  • Evaluates bids/proposals and recommends lowest qualified bidder for award. Develops and distributes 'Conformed Subcontracts' following award. Negotiate change orders and other commercial oriented matters through closeout. Maintains proper files on all pre-award and post award documentation.
  • Responsible for auditing and processing subcontract invoices for payment, maintaining subcontract logs and issuing weekly and monthly department and project reporting. Work closely with the S/C Manager and senior members of Project Management, Engineering, and Construction to oversee activities of multiple Subcontracts at project sites.
  • Travel is required.

Job Requirements:  Bachelors or Graduate degree in Engineering, Construction Management, Business Administration, Law or other applicable field. A minimum 7-10 years of specific experience in "industrial contract management" in lieu of degree is acceptable.  10+ years of specialized technical focus and intimate knowledge regarding all phases of contracting activities including strong working knowledge of contract law and thorough knowledge of engineering, procurement and construction techniques supporting projects in the following areas: Power/Industrial/BioPharma or Pharmaceutical, is highly preferred. Excellent written, verbal and negotiation skills. Candidate should possess strong technical & computer skills, ie., MS Word, Excel and utilize various database programs.  Mobile and flexible to travel to client sites.
