Strategic Sourcing Manager Project leader for clinical trial sourcing for assigned therapeutic areas within Medicine & Drug Regulatory Affairs. Collaborates with Clinical Trial Outsourcing Compliance and/or clinical teams to identify sourcing needs for clinical trials, nominate potential service providers, evaluate competitive offerings to determine the best overall option, create effective contracts to limit potential exposure, liability and risks while maximizing benefit to the company, and monitor vendor performance to contracts. External services include CROs, Centralized laboratory and ECG services, Spirometry, ABPM, IVRS, patient recruitment, and other specialty clinical service providers.DUTIES AND RESPONSIBILITIES:Responsible for identifying, formulating, negotiating, and implementing strategic contracts on a local, and occasionally regional level to support clinical trials and other related Medical services. Some global involvement may be required for central lab services, investigational drug supply, diagnostic equipment and services (such as ABPM or ECG monitors). Manages/leads RFP process to qualify and select clinical service providers/suppliers. Responsibilities include: identifying and nominating potential suppliers, soliciting pricing from suppliers, analyzing competitive supplier proposals and negotiating favorable pricing and terms. Creates effective purchase orders (SAP) and contracts, limiting potential exposures, liability and risks while maximizing benefit to the company. Clearly defines requirements, sets milestones and all relative business conditions. Works with departments at the local and regional level (as required) to assist in the development of specifications. Reviews and adds input to scope of work from business perspective to ensure effective contracting to outside sources. Monitors supplier performance to purchase orders and contracts. Develops and implements cost saving strategies for commodity spending on a local and regional level. Assists in the establishment of standardized RFP and contract templates, processes, and tools for the Medical Strategic Sourcing area. Proactively introduces viable business recommendations and process improvement ideas for the Medical Strategic Sourcing area. Assist in the training of end-user groups.REQUIREMENTS:Bachelor's Degree in Business Administration, Health Administration, Finance, Economics or related field preferred. Minimum four to seven years experience in clinical contracting/outsourcing/purchasing or in the clinical research field. Strong knowledge of regulatory requirements, purchasing practices and negotiation skills. Hands-on experience negotiating high-dollar and complex contracts, with focus on clinical trial services. Experience in the Pharmaceutical/Biotech/Healthcare industry required. SAP and Ariba experience preferred. Proficient in the use of Microsoft Excel, Word, and PowerPoint.
