We seek a talented Web Development Manager that truly understands J2EE-based customer facing applications to carry out the transformation.
Job Summary
Directly supervises programmers and systems analysts engaged in designing, developing, coding, maintaining and modifying application programs. Directs, controls and monitors project progress. Performs project group administration and staff appraisals, counseling, interviews with potential candidates and terminating staff members as needed. Provides advice and / or technical assistance to users on a detailed level.
Major Responsibilities
1. PROJECT MANAGEMENT
DEVELOPMENT AND MAINTENANCE - Supervises Programmer / Analysts engaged in designing, developing, coding, maintaining and modifying application programs for a limited area or small number of projects. Ensures application systems are reliable and that data files maintain data integrity; application failures and / or data inconsistencies are corrected in an expedient manner; departmental programming standards are maintained for all products placed into production; compliance with data security and auditing requirements of applications responsible.
USER SUPPORT - Assists users by recognizing their needs and creating the necessary work order to meet these needs. Provides advice and / or technical assistance to internal customers in performing data processing functions, i.e., feasibility studies, detailed requirements, application system design, processing problems, etc. on a detailed basis. Ensures that the appropriate user documentation is provided.
PROJECT CONTROL - Reviews requirements and objectives of projects determines priorities and staffing requirements and schedules, delegates and coordinates the work of subordinates. Defines, drafts and distributes project plans, directs and controls project progress and reviews completed work to ensure that programs adhere to corporate policies, practices and programming quality standards. Monitors project progress to ensure necessary resources have been allocated and to ensure that projects will be delivered in a timely manner. Implements programs into the production environment and monitors program performance. Evaluates system after it has been put into use to ensure that user needs have been met and that the system is fulfilling the originally defined requirements at a satisfactory level.
2. ADMINISTRATION
ADMINISTRATION - Performs project group administration using the Division's administrative products and procedures. Prepares activity and status reports for management for all project activities; aids in the preparation of cost / benefit analysis report, audit responses, special project reports and project implementation reports.
ORGANIZATION - Determines the most effective responsibilities for their programmer / analysts and assigns work based on this structure and on available resources and commitments.
STAFF DEVELOPMENT - Performs standard personnel administration in accordance with Bank guidelines. This includes evaluating employee performance, preparing appraisals ina timely manner, conducting evaluation and counseling sessions, conducting interviews with potential candidates, recommending new hires or terminating staff members as needed. Works with their immediate group to determine their education and training needs. Provides information on programs available to help meet those needs. May be required to assist in the evaluation and selection of vendor training and education programs, the development of in-house training programs and evaluation of training programs effectiveness.
DEVELOPMENT PROCESS FACILITATION - Assists in developing and implementing plans to improve performance and productivity. Provides project consultation and direction to the staff members on an ongoing basis. Provides leadership and direction to both technical staff and work requestors in pres"
REQUIRED SKILLS
• Minimum 10 years of combined software development and management experience.
• Minimum 5 years of hands on experience designing and developing J2EE applications running on Websphere Application Server.
• Enterprise application development experience supporting high transaction volumes and user populations.
• Experience with J2EE related technologies and frameworks including:
o STRUTS 2.0
o Spring Framework version 2.5
o SOAP/WebServices and Service Oriented Architectures
o JMS
o Exception and error handling
o JUNIT & HTTPUNIT
o JProbe
o Log4j
o Distributed session and cache management
DESIRED SKILLS
• Management and leadership of teams of approximately 10-20 personnel.
• Experience managing offshore development organizations.
• Financial services, payments and online banking functional background.
• Design & development with waterfall, iterative and agile methodologies.
• Proficiency defining and reading object models, interaction diagrams, etc.
• Strong background developing architected applications.
• Web Security standards/ADA.
