Vice President of Loan Services

Los Angeles Police Federal Credit Union ($667M assets), is currently seeking a new Vice President of Loan Services. This position will be charged with the strategic oversight of the credit union’s lending programs. The incumbent will direct the activities of the consumer, mortgage and collection departments and be responsible for the development, applications, and review of the Credit Union’s consumer loan and residential real estate loan underwriting. This is a critical role that encompasses all member contact points with an opportunity to roll out a culture driven by a high level of consultative sales and service. This position reports to the SVP of Operations & Member Relations. Our client seeks candidates with a proven track record of innovative product/service development that enhance the organizations strategic goals and objectives. Successful candidates will have their finger on the pulse of current market conditions and will be a motivational leader that places emphasis on staff development and training. Position requires a minimum five years of demonstrated managerial experience in a retail financial services environment and experience in business lending. A bachelor’s degree or equivalent is preferred. EOE. Reference: LA Police.

1.  POSITION PURPOSE & SUMMARY

The primary purpose of this position is to assist Los Angeles Police Federal Credit Union live out its mission, “to enhance the quality of life for the Los Angeles Police Department family by serving as a trusted partner providing rewarding financial solutions through exceptional service.”  To achieve this purpose this position must provide outstanding service to both internal and external members.  A key part of this outstanding service is to identify the financial needs of each member and recommend an appropriate credit union solution.

 

Additionally, responsible for organizing, planning, and directing all aspects of the Credit Union's lending programs. Directs the activities of the consumer loan department, the mortgage department, and collections. Responsible for the development, applications, and on‑going review of the Credit Union's consumer loan and residential real estate loan underwriting criteria. Implements corporate lending policies. Responsible for the prudent management of the entire loan portfolio to maximize profits and growth. Approves and denies loan applications that exceed the loan limits of subordinates. Responsible for delivering on the Credit Union’s Service Promises and maintaining the Credit Union’s Quality Service Standard. 

 

This position is responsible for ensuring that all associates in their functional area understand the importance of complying with internal control procedures and for the oversight and effectiveness of internal control over financial reporting.

 

Demonstrates and maintains an up-to-date knowledge of and ensures on-going compliance with all applicable regulatory requirements.

 2.  QUALIFICATIONSEducation: College degree or equivalent preferred. Training and Experience:  Minimum of five years of demonstrated managerial experience and familiarity with all lending and collection functions and regulatory requirements. Required License and/or Documentation: Valid California driver’s license and proof of current insurance coverage.

· Ability to cross sell credit union products and services meeting or exceeding the established goals.Meets or exceeds performance standards. Ability to manage multiple ongoing projects concurrently and meet deadlines. PC literate with MS Office software; Word, Excel, Power Point, and Outlook. Ability to counsel staff members in a positive and professional manner. Ability to project an empathetic and caring persona to staff.Ability to interact favorably, promote and maintain a positive image of the credit union with staff members, peers, executive staff, Board members, vendors, applicants and the general public. Ability to communicate clearly and professionally in English, both in writing and verbally. Ability to apply correct usage of the English language, including grammar, punctuation and spelling, in all written correspondence. Ability to exercise good judgment and maintain confidentiality. Ability to drive a vehicle. Ability to read, write, and perform basic mathematical computations. Ability to create, maintain and update information in electronic spreadsheet applications. Ability to move to and from different work areas to perform the job duties of the position. Ability to operates office related machinery. Ability to meet the physical requirements of the position as outlined under Physical Requirements.

 

5. LAPFCU JOB TASKS - VICE PRESIDENT LOAN SERVICES

 

Associate must be able to:

 

1.  Develop strategic lending position for the Credit Union and establish quantifiable goals and objectives for the Credit Union's loan and collection programs.

 Direct and supervise the consumer loan department and staff.

 Direct and supervise the mortgage loan department and staff.

 Direct and supervise the collection department and staff.

 Develop new loan and mortgage products and update current products in order to keep the Credit Union's lending programs competitive within our marketplace.

 Keep informed of market conditions and competitive interest rates to implement changes in the Credit Union's rate structure. Revise departmental goals and objectives based on changes in market conditions and other factors.  Reports competitive market rates and status to the ALCO, and Executive Committees.

 Maintain corporate records and reports concerning loan procedures and activity. Prepares necessary reports for the Loan Advisory Committee and the Board of Directors.

 Maintain compliance with all applicable laws and regulations concerning consumer and residential real estate lending and the laws affecting the collection of. over due loans including but not limited to:

 

 Regulation Z ‑  Truth‑in‑Lending Regulation B ‑  Equal Credit Act Regulation G ‑  Margin Securities Act Regulation C ‑  Anti‑Red Lining Act

‑ Fair Debt Collections Act

‑ Home Mortgage Disclosure ActRESPA ‑  Real Estate Settlement Procedures Act

 

 Prepare and project loan and collection related budget statistics.  Maintain loan and collection budgets within established ranges.

 Direct and negotiate sale of all real and personal property related to defaulted and/or foreclosed loans with concurrence of Sr. V.P. of Operations & Member Relations.

 Create and review operating policies, procedures, objectives, and goals for each area of responsibility to ensure that they support Credit Union policies and objectives as well as applicable laws and regulations.

 Participate in the hiring process, the scheduling, training, assigning work, evaluating, and recommending discipline and discharge of subordinates.

 Develop and train staff.

 Act as committee liaison to Loan Advisory Committee and ensure preparation of minutes and reports.

 Conduct projects and assignments as directed by the Sr. V.P. of Operations & Member Relations, in a timely manner.
