VP Financial Assistance Manager

1. Position Purpose and Objectives

Responsible for the overall management of the Financial Assistance Department.  Ensures all applicable laws and credit union policies and procedures are complied with primarily relating to Collection Practices of  the Consumer and Business Loans and Shares.

2. Major Duties and Essential Functions

1. Uses Service Standards in every work related matters. 
2. Responsible for monitoring trends in the credit union industry regarding collections, foreclosures, repossessions.
3. Review and approve solutions to resolve loan delinquency/negative share balances.
4. Review and approves referral of delinquent accounts/negative balances for Charge Off.
5. Responsible for DFI and BBB complaints pertaining to collections.As well as internal complaints.
6.  Responsible for reviewing all expenses in relation to the financial assistance department.
7. Responsible for employee evaluations and performance tracking.
8. Review and make decisions on Short Sale requests on Real Estate loans.
9. Review and approve Real Estate Foreclosures.
10. Review and track REO properties and the sale of the Properties with Financial Assistance Supervisor.
11. Gather, compiles, and balances accounting data; prepares a variety of routine and special reports on a monthly basis.
12. Gather data for reporting allowance for loan lossess.
13. Plan, assign, direct, review and evaluate the work of department staff, measures performance against goals; reviews efficiency and completeness of tasks by reviewing all collection queues pertaining to delinquent loans, negative shares, bankruptcies, repossessions, liquidations, deficiencies, member business loans and member business negative shares.
14.  Work closely with Loss Prevention department on pending cases to minimize losses to the credit union and follow up on any matters that end up in litigation.
15. Establish and maintain vendor contacts, assist in solving quality and operational issues.
16.  Review and make decisions on settlement proposals from attorney/collection agencies.
17. Review attorney/legal status reports as well as billings for accounts payable.
18. Actively participate in FSR training and DLC recertification classes for processes relating to collections department.
19. Participate in weekly loan review committee to review turned down loans.
20. Actively participates on process improvement teams.
21. Responsible for finalization of monthly Collateral Protection Insurance billing and ensuring it balances to reports and GL.
22. Responsible for reviewing all collection queues pertaining to delinquent loans, negativeshares, bankruptcies, repossessions, liquidations, deficiencies, member business loans and member  business negative shares.
23. Responsible for reviewing and testing of core system releases relating to the Collection Package.
24. Develops and revises procedures and policies relating to collection practices and duties of the financial assistance staff.
25. Responsible for Participation in 5300 review committee to ensure data pertaining to the collection area is accurate.
26. Develops Excel spreadsheets to track various reports. (recovery, delinquency by product, litigation costs verses benefit,
27. Other duties as necessary to achieve the goals of the department and the Credit Union.
28. Completes required courses outlined in the Individual Training Plan for this position and achieves at least 90% score on tests
29. Completes annual recertification courses and skill based tests with a minimum score of 90%
30. Maintains a working knowledge of BSA laws/regulations applicable to area of responsibility; complies with all BSA laws/regulations.

3. Positions directly supervised. Litigation Specialist, Financial Assistance Supervisor, Financial Assistance Specialist, Financial Assistance Reps.

4. Specific knowledge, skills, and abilities required for this position. 
Thorough knowledge of collections; state and federal regulations affecting financial institutions and credit union policies. Good leadership skills; effective oral and written communication skills; general knowledge of word processing and spread sheet applications, basic computer skills; basic typing and 10-key calculator skills; basic reading, writing, math, problem solving skills, and ability to make sound judgments; presentation skills. 

5. Education: Undergraduate Bachelor degree in Business or related field preferred.

Experience: Minimum of 3 years in collections is required along with degree.  Minimum of 5 years of directly related experience can be substituted for degree.  Would an equivalent combination of the above marked education and experience also be acceptable? Yes
