Capital Markets Specialist:
The Department’s Large Bank Organization (LBO) function is seeking to add a Capital Markets Specialist to a dedicated large financial institution team. The focus of this position is to assess the level and direction of market risks within assigned business units, and to evaluate how these risks are identified, measured, monitored and controlled by management. The ideal candidate would have experience in statistical analysis, modeling and other quantitative techniques for measuring market risk exposures. Candidates with prior experience in interest rate risk management, funding and liquidity will also be considered.
Job Summary
The individual will have responsibility for monitoring and assessing the market risks of the institution. This will be accomplished through the continuous monitoring and evaluation of various business lines as well as the ongoing assessment of market risk management practices.
Job Responsibilities
• Maintains a very high-level of technical expertise and current knowledge of regulations, trends, and developments related to emerging products, management information systems, trading systems, and audit and internal controls associated with capital markets activities, by attending formal training classes and relevant industry conferences. Maintains a strong understanding of emerging issues and peer risk management practices. Provides mentoring and training to other staff members on these subject areas.
• Contribute to the review and assessment of various models to measure capital markets exposure, allocate economic capital, and comply with Basel II capital requirements. In addition, evaluate the appropriateness of the clients model validation efforts.
• In collaboration with the Central Point of Contact (CPC) and examiners-in-charge, leads risk-focused examinations of capital markets activities, providing written observations and findings appropriate for inclusion in supervisory reports. Conducts meetings with senior management and/or the board of directors of the financial institution which may involve complex issues. Provides briefings to senior management of the Reserve Bank and colleagues within the Federal Reserve System.
• Evaluates the effectiveness of management, and influences their actions through effective negotiation and conflict resolution to achieve supervisory goals, including obtaining possible changes to operating policies or practices, while maintaining positive relationships with key stakeholders.
• Demonstrates good judgment and well-reasoned decision making in situations that may involve complex issues, public scrutiny, market reactions, and potentially adversarial circumstances.
• Monitors market risk and assigned business lines within the financial institution and maintains liaisons with the institution management, as well as with the respective team leaders, CPCs, System representatives, and other principal regulatory agencies. Interprets and analyzes risks inherent in capital markets activities through on- and offsite supervision techniques. As needed, maintains current risk assessments and plays a lead role in the development of supervisory strategy.
• Serves as District and System resource by leading or participating on high-level projects, enhancing both the supervision process and professional development. Provides meaningful commentary on proposed revisions to policy and procedures and ad hoc requests for information.
Job Qualifications
•Knowledge and experience normally acquired through, or equivalent to, the completion of a Master’s degree and a minimum of 6-9 years of related work experience. PhD is a plus.
• Strong quantitative and analytical thinking skills, with the ability to understand complex and technical topics.
• CFA designation a plus.
• US Citizensip required.
