HTS (Harmonized Tariff Schedule) Classification Specialist
Purpose:This position supports Daimler Trucks North America LLC’s (“DTNA”) International Trade Compliance (ITC”) function. ITC encompasses all DTNA subsidiaries, Detroit Diesel Corporation (“DDC”) and Daimler Vehiculos Comerciales México, S. de R L. de C. V. (“DVC – México”). The five-member ITC Classification Team under the supervision of the HTS Classification Team Leader ensures compliance with import and export regulations pertaining to classification under the Harmonized Tariff Schedules (“HTS”) of the United States and Canada and the Export Administration Regulations (“EAR”). Additionally the Classification Team will be responsible for qualifying DTNA – manufactured parts under various free trade agreements. This position will be involved in the development and roll out of updated, comprehensive import, and export compliance manuals, including training other departments and DTNA companies on aspects of classification that touch upon and impact their business processes. In 2008 ITC is initiating an enterprise – wide North America customs and export compliance software solution project to automate our processes and trade compliance data, including classification and trade agreement management.Essential Duties and Responsibilities:1.Research and classify all DTNA parts (vendor and DTNA/DDC – manufactured) under the HTS and EAR (export classification control numbers) to ensure compliance using the General Rules of Interpretation, binding rulings, Explanatory Notes, DTNA’s decision trees, engineering drawings and vendor data. 2.Establish a classification process that ensures that the decision tree is used as a classification aid only; that all relevant General Rules of Interpretation and Customs and Border Protection Rulings are properly cited; that records are maintained reflecting drawings, schematics or vendor contacts used to determine data necessary to achieve a high level of classification accuracy; and that an escalation review process is followed to insure accuracy of classifications and timely delivery to the border to meet supply chain demands. 3.Determine (qualify) eligibility of DTNA/DDC – manufactured parts under NAFTA and the US- Australia free trade agreement. Coordinate qualification eligibility of DTNA/DDC parts under various Mexico and Latin American free trade agreements with our ITC colleagues at Daimler Vehiculos Comerciales Mexico, S. de R.L. de C.V. 4.Implement internal processes and procedural controls to meet US and Canadian regulations regarding classification and qualification as well as Sarbanes Oxley requirements. 5. Build and maintain strong collaborative relationships with engineering, procurement, aftermarket planners, and the DTNA/DDC vendor bases.Required Knowledge, Experience, and Skills:•Bachelor’s degree in engineering or related field required.•3 years of demonstrated high volume accurate classification experience – automotive industry preferred.•Demonstrated ability to work collaboratively in a team.•Demonstrated understanding of part qualification under NAFTA (specifically tariff shift rules and regional value content).•Demonstrated understanding and working knowledge of how Customs procedures, trade practices, and U.S. import and export regulations apply to classification. •Strong PC skills, especially Microsoft Office.•CAD experience is a strong plus•Ability to identify metrics and set performance standards.Candidate must be detail-oriented, possess strong problem solving skills and be process and results oriented. Successful candidate must be able to set priorities to achieve desired results, communicate issues effectively throughout organization to build consensus, and work independently as well as collaboratively. Candidate will need to be able to work across all disciplines within the organization to answer questions and resolve issues that arise throughout the supply chain for imported and exported products. Must enjoy working in a fast-paced, dynamic and creative environment.
