PROJECT MANAGER

Job Summary

 

The Project Manager reports to the Senior Project Manager and is accountable for leading a team of professionals including construction management consultants, architects, General Contractors, and members of the NJSDA project team to successfully deliver capital improvement projects to the School District on time and within the project scope and budget parameters.  This position requires an individual with outstanding organizational skills to simultaneously coordinate and execute multiple facets of a project(s) in a highly political environment. Experience required includes design and construction project management skills, excellent communication skills, and the ability to coordinate with all project team personnel including the PMF/CM, design consultant, appropriate and NJSDA personnel. Must be able to effectively communicate and coordinate activities with all parties involved including project personnel, senior management, school district personnel, and various State agencies.

 



Essential Duties and Responsibilities

 

1.  Manages complex projects from the planning phase to post occupancy by effectively coordinating activities of stakeholders including NJSDA personnel, architectural and construction management consultants, school district personnel, NJ Department of Community Affairs, NJ Department of Education, NJ Department of Environmental Protection, and other local, state, and federal agencies.

 

2.  Provides oversight regarding all project related matters with guidance from the Senior Project Manager. Also responsible for all hired consultants including project management firms, construction management firms, design consultants, and support staff.  This includes the project’s plan, budget, schedule, and scope, in addition to staffing and resource needs for each phase of the project. Provides oversight to ensure the project is completed in adherence to the contract, NJSDA policies and procedures, construction codes, and safety regulations. 

 

3.  Provides support to the Senior Project Manager by coordinating activities and resolving issues quickly and delivering the project within scope and schedule parameters while simultaneously protecting the financial interests of the corporation. 

 

4.  Prepare presentations to NJSDA Board of Directors and/or Board of Education regarding project costs, schedule, and change order activities. 

 

5.  Responsible for controlling project budget by reviewing and managing project costs with Senior Project Manger and other appropriate SDA personnel. Must be capable of preparing change order analysis reports, and proposals regarding corrective action to mitigate potential cost overruns. 

 

6.  Reviews and recommends all invoices, change orders, amendments, and claims in accordance with NJSDA operating authority and policy and procedures.  Initiates value engineering sessions, cost estimates, and constructability reviews. 

 

7.  Participates with the procurement of consultants and contactors within SDA policy and procedures guidelines. Also, completes performance evaluations of general contractors, project management, construction management firms, and design consultants.

 

8.  Provides timely updates to project management systems and ensures project personnel are utilizing and accurately updating the Primavera Expedition and Schools Information Management System on a timely basis. 

 

9.   Provides oversight to strive to meet all Work Force Compliance requirements for all projects. 

 



Required Skills and Abilities

 

1.  Working knowledge of all aspects general design and construction.

 

2.  Experience reading and interpreting construction documents and drawings.

 

3.  Knowledge of local zoning ordinances, construction codes, and regulatory agency requirements

as they relate to construction projects.

 

4.  Knowledge and understanding of construction and professional service contracts for multi-million dollar

Projects.

 

5.  Experience in dealing with construction and contractual issues in politically sensitive environments.

 

6.  Knowledge and experience with software applications to manage projects and scheduling such as Primavera

Expedition, Prolog, as well as proficient in the use of Microsoft Office products (Word, Excel, Project, etc.).

 

7.  Outstanding written, communication, and organizational skills to successfully and simultaneously manage

   multi-million dollar construction projects.

 



Required Qualifications

 

Education and Experience Requirements



 

1.  Bachelors degree with emphasis in architecture, engineering, construction management or other related field or  

   equivalent related experience.

 

2.  Minimum five years diversified experience in the planning, design, construction management of large scale

   institutional, industrial, commercial or school construction projects including experience in supervising

   professional consultants and general contractors.

 

3.  Experience in leading a project team and supervising professional consultants and general contractors.
