Through knowledge of Surveillance Systems incumbent is responsible for the effective use of resources in meeting the requirements of providing quality design, requirements definition and project management. Researches, collects, and reports information on the ability and capacity of existing components and systems. Acts as technical lead on projects to ensure technical and functional requirements meet or exceed project goals and customer expectations.Able to analyze projects for design improvement. Reviews, understands, and translates user and customer security requirements into functional, performance, and design requirements. Performs site surveys and develops solutions, which satisfy electronic and physical security RVSS systems requirements. When necessary, conducts equipment trade-off studies and evaluations. Evaluates upgrades to improve system functionality, performance, survivability, reliability, availability, and maintainability. Relies on experience and judgment to plan and accomplish goals. Performs a variety of complicated tasks. A wide degree of creativity and latitude is expected. Essential Duties and Responsibilities Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position• Lead or aid in requirements definition, assessment, design, development and implementation of physical security solutions focusing primarily on digital video surveillance..• Review, evaluate and analyze subcontract submitted proposals.• Provide equipment functionality and capability reports to team lead and manager, and act as technical Subject Matter Expert (SME) to the OBP Logistics team.• Relies on extensive experience and judgment to plan and accomplish goals. • Performs a variety of complex tasks. May lead and direct the work of others. • A wide degree of creativity and latitude is expected.• Inspect, evaluate, develop/architect and present complex solutions to deployment team, managers and clients.• Perform project planning and management functions for executing electronic security projects. • Perform technical engineering support for electronic security equipment and systems. • Work with considerable independence; may supervise or train team members, customer or technicians. • Prepare advanced charts, sketches, diagrams and designs of electronic security systems. • The individual will respond to requests from RVSS Team Lead, managers and customer, and deliver bid quality predictions as an input to the project initiation and planning process.• Work with subcontractors, R&D, Project Management and the Engineering Team to complete RF system designs, and support deployment and mitigation of the installation.• Ensures compliance with environmental, safety and security requirements.• Perform onsite System Inspections and Evaluations. Performs quality inspections and ensures superior quality results through coordination with Quality Assurance personnel.• Prepares or assist in preparation of vendor/subcontract Statements of Work• Evaluate system designs and configurations for weaknesses, design improvement and perform fault isolation and failure trending on NII equipment. • Lead analysis of reported failures of electronic components and control; evaluate and propose recommendations for design, component, and preventive and corrective maintenance changes.• Conduct reliability analyses of electronic and control systems and their major components. • Analyzes failure rates, failure modes, and failure mechanisms.• Assist with the development of remote systems monitoring and diagnostics systems.• Develops plans and strategies for implementing new concepts for failure and reliability analysis for electronic systems to be utilized in logistics support functions (Maintenance Planning, ECP development and evaluation, performance and failure trend analysis).• Assist in design, development, test and repair of electrical and electronic equipment. • Follow/monitor results of equipment acceptance testing. • Investigate and report pattern incidents.• Research suitable solutions and estimate costs and timescales.• Make recommendations for changes in application and selection. Education and/or Experience • Candidate shall possess in-depth knowledge of video, surveillance detection, screening, identification, data processing, and display equipment • Bachelor’s Degree in Security Management, Electronic Maintenance Systems or other related technical discipline. Years of experience can be a replacement for education in specialized cases.• Five (5) plus years of progressively responsible experience specific to remote video surveillance system design and or applications engineering. • Must demonstrate critical thinking and problem solving skills, strong work ethic, ability to be a self-starter, and the desire to work and succeed in a rigorous and challenging dynamic business environment.• The position requires knowledge of project management, digital video surveillance concepts, management platforms, IP/Analog cameras, video encoders, wired and wireless network design and implementation including Ethernet solutions. • Excellent writing, presentation, verbal skills, report preparation and technical writing required.
