Sub Contract Admin.
Position Purpose: Under general direction, is responsible for the negotiation, award and administration of subcontracts for sophisticated subsystems, major components and/or assemblies, major service and support subsystems and major components of these subsystems, as appropriate; all of which are either stand-alone or in the aggregate significant dollar value in accordance with company policies and procedures. Principal Duties and Responsibilities: Essential Functions: 1) Solicits proposals, conducts bid evaluations, evaluates costs, negotiates prices, schedules and terms and conditions within management guidelines, prepares and administers complex and/or high value purchase orders, corporate-wide agreements and/or long term agreements such as Master Orders and Blanket Purchase Agreements, and monitors each suppliers performance.2) Interprets program and/or statement of work requirements; recommends and implements action with suppliers to ensure achievement of all requirements.3) Supports the cognizant Cost Analysts efforts to prepare the Pre-Negotiation Plan (PNP).4) Prepares the Negotiation Plan using the PNP and his/her experience in dealing with the supplier.5) Conducts negotiations with an emphasis on achieving cost reductions, maximizing savings, and securing pricing that is within the objectives set forth in an approved negotiation plan.6) Prepares memorandum(s) justifying the following: Acceptance or rejection of a sole source recommendation by the user, source selection where multiple sources were solicited, price negotiated or lowest price quoted competitively.7) Ensures that all requirements are specified and properly reflected in purchasing documents.8) Coordinates administration of and response to all contractual documentation.9) Reviews, coordinates, negotiates and implements contractual changes.10) At the supplier level, conducts performance reviews, identifies problems, determines source of the problem(s), takes corrective action, and keeps management informed, as appropriate1) Maintains close liaison with departments being supported.Additional Functions: 1) Plans, assigns, and reviews work of associate buyers, administrative support staff and, where appropriate, assigned co-ops.2) Performs other duties as assigned.Other Requirements: 1) A credit history check from a national credit bureau will be conducted for all candidates for this position including new hires and current employees seeking promotion or transfer. Unique Skills Required: Strong Negotiation skills and much experience drafting contracts Experience/Education Required: - Bachelors degree in Business Administration or related curriculum; or equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.Six (6) years Purchasing or related technical experience. - Experience in negotiating high-dollar, multi-year and/or complex procurements as a Negotiating Team Leader. - Strong knowledge in purchasing methods and techniques.
