Sr Systems Engineer II - Program Engineer
The Program Engineering (PE) is responsible for directing and coordinating engineering content and efforts for C2IS-Falls Church programs and new pursuits. The Program Engineer has the responsibility, accountability, and authority for engineering decisions on C2IS-Falls Church programs, in conjunction and collaboration with Program Managers and functional leaders. The Program Engineer will report to the C2IS-Falls Church Engineering Manager. Responsibilities include: - Responsible for the implementation of NCS/C2S/C2IS PE processes, procedures and expectations - Responsible for the implementation of NCS/C2S/C2IS Cost Account Management (CAM) processes, procedures and expectations - Responsible for the engineering program cost and schedule (engineering products produced on time, within budget, and to the correct technical level) - Responsible for developing and approving labor and materials estimates for PE department tasks - Responsible for ensuring that the proper mix of engineering technical resources are available - Responsible for PE staff professional development and certification process - Responsible for ensuring that engineering processes are in place and are followed - Responsible for ensuring that technical planning for program execution is completed - Accountable functionally to the C2IS-Falls Church Engineering Manager - Will maintain direct PE responsibility on at least one major C2IS-Falls Church program Required Skills : - Ability to manage Engineering development efforts, including systems, hardware, and software. - Must understand and be able to apply Earned Value Management principles. - Direct knowledge of Program Engineer & Cost Account Manager rolls and responsibilities. - Must show experience evaluating EVMS on a weekly and monthly basis, using automated reporting tools. - Ability to obtain an interim secret security clearance. Desired Skills : - Active Secret Security Clearance. - Thorough understanding of the Risk Management discipline and tools. - Familiarity with resource staffing tools. - Recent experience as a PE on 2 large, complex programs. - Experience as a functional manager in a matrix organization. - Hold Raytheon or equivalent PE certification. Required Education (including Major): Bachelor's Degree in Engineering, Computer Science, or related field.
