Qualifications Education and Experience Bachelor's degree plus 10 years direct and relevant work experience. Master's degree plus 9 years directly relevant work experience or doctorate plus 7 years of directly relevant work experience.  Over 20 years of general logistics management, transportation, combat logistics support, personnel management and administration experience in the Department of Defense. A proven record of achieving the highest levels of customer support, job accomplishment and efficiency.  An exceptional communicator with demonstrated leadership, problem solving, organizational and team building skills. Computer literate and proficiency in Microsoft applications. Functional and working knowledge of: -  TRANSCOM, DLA and/or DoD  Service (USA, USAF, USMC, USN, USCG) supply and operating procedures - Table of  allowance (TOA), Consolidated Shipboard Allowance List (COSAL), Consolidated Shore Base Allowance List (COSBAL), IMRL, and other DoD service unit allowance lists - Direct experience with Fleet, expeditionary, TRANSCOM and MSC operating forces -  Coalition / Allied / NATO operating and support processes -  Direct experience in program evaluation and operational analysis. In applicable circumstances, education and or experience requirements may be decreased or waived if the individual has an extraordinary educational background or uniquely applicable experience or highly specialized knowledge. Knowledge, Skills, Abilities Proficiency in the English language.  Excellent communication, with proven interpersonal and presentation skills.  Ability to comprehend, generate, and present complex concepts and briefs to both senior and junior civilians and military personnel.  A secret security clearance is required. Desired Qualifications Joint, DoD Service expeditionary, and/or US Naval Fleet experience.  Project Management and Title 10 wargame experience a strong plus.  Ability to understand detailed DoD logistics and sustainment data, perform data analysis and extrapolate data trend information.  Must be able break down intricate and detailed information into easily understood and meaningful position papers and then articulate said findings to senior personnel. Responsibilities Under the general direction of a project, program, and/or division manager and within the scope of work derived from a contract with a government customer, performs multi-faceted assignments requiring the analysis and synthesis of complex systems, projects, wargame results, and logistics experiments. Is an expert in the field and in certain client communities. Anticipates future requirements and plans accordingly.  Develops and coordinates plans for various projects or program activities in order to meet customer requirements.  Possesses a thorough knowledge of applicable operational mission areas and national defense requirements. Prepared to act as a senior or lead analyst on a project or program that is complex and/or novel in concept and development as it relates to future military operations and strategy. Must be able to develop problem resolution options based on thorough knowledge and research of the situation, and substantiate recommended solutions as financially and technically feasible.  1. Provides policy and guidance recommendation to commercial and government senior level staff, based on thorough analysis that utilizes "cutting edge" theory, principles and methods. 2. Operates in multinational, interagency, joint, and service unique environments. 3. Applies extensive operational background and experience gained from military service and leadership roles, as well as operational proficiency in advanced analytic theory and principles, during joint and combined operations at tactical, operational and strategic levels of warfare to solve current and/or future mission needs or to correct problem areas. 4. Initiates and develops operational ideas in specialty area, and develops effective implementation schemes. Plans, develops, coordinates, and may direct (on an ad hoc basis) large projects or several small complex projects. 5. Facilitates, leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements. 6. Establishes milestones and monitors adherence to schedule, identifies problems, and recommends solutions.  Assesses and recommends the feasibility of proposed approaches to solve identified problems. 7. Establishes and monitors standards for the quality of programs and documents. Assists in the resolution of project and program priorities. Assures quality control throughout all contract activities. 8. Develops and executes budgets, work breakdown structures and other management procedures as required to monitor and control projects. 9. Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients. 10. Maintains and complies with security procedures in the performance of duties. 11. May provide direction, training, and assistance to other project staff, as a senior expert in a particular field of endeavor.
