The Supply Chain Group within ITT Space Systems Division is looking for a Senior Supply Chain Financial Analyst for its Rochester, NY, location. This position provides financial leadership and support to SSD Subcontract Managers & Supply Chain Management in the evaluation, fact-finding, negotiations, audit, and compliance of major supplier proposals, programs & processes. In addition, this important position is responsible developing junior analysts in the department as well as maintaining all aspects of Sarbanes-Oxley compliance for SSD Supply Chain. The Senior Supply Chain Financial Analyst will be looked upon as the topical 'expert' for questions & issues related to audits, rates, contract financial performance, accounting issues, FAR, CAS, & Sarbanes-Oxley compliance, and special projects as required. Scope and Principal Duties: Scope of duties will be Supply Chain focused but will involve regular interface with other functional groups (engineering, government compliance, contracts, negotiation teams, internal auditors, external auditors, DCAA auditors, other SSD facilities) as well as outside suppliers and vendors. Principal duties will be focused on accounting, auditing, and compliance activities as they pertain to active and closed SSD subcontracts, major procurement systems, and processes employed by SSD Supply Chain. Position will involve regular travel (20% to 50%) to off-site suppliers to support proposal fact-findings, negotiations, and incurred cost audits as required.Job Specifications and Work Performed:- Develop yearly incurred cost audit plan for suppliers with cost-reimbursement programs. This includes prioritizing suppliers requiring audits, monitoring audit progress, executing audits (ITT or DCAA), and reporting on progress & audit results back to SSD Management and the Government.- Maintain Supply Chain Compliance Activity Calendar (CAC) to ensure SOA Compliance. Report deficiencies and develop corrective action plans where required.- Act as primary interface with internal, external, and DCAA auditors for major Supply Chain Audits (SOA audits, Purchasing System Audit, CPSR Audits)- Lead Supply Chain Management in performing Internal Risk Assessments (performed every 6 months)- Perform financial analysis in support of more complex subcontract procurements- Provide financial leadership to fact-finding & negotiating teams at supplier locations (anywhere in USA). May also include infrequent international travel as required.- Review consultant/subcontract labor invoices for accuracy and completeness- Evaluate more complicated supplier proposals for reasonability and potential cost savings- Research FAR and CAS issues and provide recommended rulings to Supply Chain and Program Management. - Evaluate supplier cost accounting & collection systems for ability to support government contracting and audit requirements- Ability to successfully Interface with all levels of SSD and supplier management (from CEO down to low technician levels)- Possess sufficient financial/accounting/technical skills necessary to evaluate both rate and cost structures of suppliers. This includes understanding rules for cost allocability and allowability.- Ability to develop rate models for larger programs to perform 'what if' scenarios and developing negotiating positions.- Ability to work independently on audits with minimal supervision - Ability to manage multiple projects and prioritize to meet program deadlines- Ability to work with various ITT disciplines (engineering, quality, contracts, finance) as part of fact-finding & negotiations team- Ability to maintain good business relationships with suppliers while conducting audits, fact-finding, and negotiations.- Must be able to write clear, concise, and detailed audit reports, price analysis, and summaries of negotiations and issue in a timely manner.- Excellent verbal communication skills are a must- Strong Excel Skills and ability to develop pivot tables- Duties and responsibilities may change based upon grade level of the job. - B.S in Finance, Accounting, Business. or Technical background a plus.- Proficient knowledge of generally accepted accounting and auditing principles- M.B.A preferred. Advanced Certifications (CPA, CIA, CFE) looked upon favorably- A minimum of 7 years experience in a Government contracting environment performing financial analysis or equivalent- Interacting with government agencies such as DCAA - Strong working knowledge of both FAR and CAS requirements- Background in pricing and estimating principles This position may require the passing of both a background investigation and polygraph to achieve a variety of compartmented national security clearances.
