100,000.00 - 140,000.00 USD /year Status:   Full Time, Employee Job Category:   Legal Relevant Work Experience:   More than 15 Years Company:   Battelle Reference Code:   BT16025 Senior Manager, Government Subcontracts MAJOR RESPONSIBILITIES The Manager, Government Subcontracts is responsible for the oversight and direction of all of staff in Battelle's government (including state and local) subcontracts function. Key responsibilities include interpreting and executing Procurement policies and procedures to ensure efficiency and compliance with appropriate policies, laws and regulations, in addition to recommending modifications to operating policies and good business practices. Duties also include assigning and reviewing work, providing direction to Subcontract staff and ensuring that procurement activities meet key performance objectives. Involves overseeing the subcontracts portion of proposal preparation and performing reviews and evaluations of RFP/RFQs, teaming and source selection decisions, price analyses and other procurement support documentation for compliance. Other responsibilities include providing professional guidance to technical staff and management regarding supplier risk mitigation, procurement policies and resolving subcontractor performance problems. Supervises supplier relationships in order to facilitate an environment that encourages negotiations that are beneficial to Battelle and our customers. Responsible for the budget and plans to attract, select, retain and develop staff. Performs general management activities such as planning, organizing, staffing, appraising performance, administering salaries and responding to affirmative action needs. Direct the activities of the Government Subcontracts function in support of Battelle's Global Businesses, ensuring that all activities are within customer and company policies consistent with good business practices and Battelle's business objectives. Operate under the general guidance of the Director, Procurement with independent latitude within existing policies, practices, and procedures. QUALIFICATIONS Bachelor's degree or equivalent (MBA preferred), preferably in business with courses in contract law, government procurement procedures and negotiations with extensive experience (+20 years) in federal contracts and acquisition in the research/engineering or services industry. Demonstrated record of accomplishment with progressive prior management responsibility, particularly through building effective and high performance organizations (+10 years). Excellent leadership, negotiation and business management skills required. Candidate should be able to manage subcontract government compliance and audit requirements, make timely and decisive decisions relative to subcontractors, generate and provide relevant metrics for subcontracts, and function in a high volume, short-cycle procurement environment. Strong interpersonal skills including the ability to manage teams in a subcontracts environment along with effective written and oral communication skills. The proven leader we seek will have the ability to organize, plan, schedule and coordinate workloads to meet established deadlines and functional objectives. The ability to initiate, plan and manage projects is also mandatory, as is the demonstrated ability to select, train and motivate staff. Battelle is an Equal Opportunity/Affirmative Action employer.
