Based in McLean, Virginia, Alion has 3700 employee-owners at major offices, customer sites and laboratories worldwide.  Qualifications  Master's degree in business administration, economics, finance, or risk management plus 10 to 12 years directly related experience in technical program planning, administration, budgets, and development. Expert knowledge of Financial Management Information Systems used by NAVSEA (PRISMS, STARS, and AutoDoc) and Microsoft Office Suite with advanced Excel skills is required. Must posses a SECRET DoD clearance. In some cases, educational requirements may be adjusted or waived  equivalent applicable work experience.  Responsibilities  Provides on-site financial management support to the Chief Financial Officer (CFO) and Program Managers (PMs) of NAVSEA IWS 5; Informs and interacts with high level executives and admirals on a daily basis; Primary function is to ensure IWS Resource Management is effectively executed in accordance with current DoD/Navy/IWS policies, directives, and objectives; Performs all Resource Management Review responsibilities for assigned project resources, budgets, and funding needs and schedules to comply with program office policy objectives; Establishes complex program plans and conducts in-depth research to define program requirements; Implements innovative strategies for deploying and implementing new program planning policy initiatives and measures the effectiveness of implementation; Uses quantitative analytical techniques to assess program process issues and develop risk reduction/mitigation approaches for improving program planning, control, and execution; Creates financial projections for growth and profitability of future projects and programs; Provides advice and counsel to IWS 5 officials and plays a role in overall functional strategic planning as well as in deal negotiations, contract development, due diligence and other business development or alliance development projects; Manages the Financial Management Information System (PRISMS). Duties include: Budget execution; reconciliations; obligation/expenditure tracking; customer relations; financial status managing and reporting; Contract Management-Statement of Work preparation, burn rate analysis; understanding of PPBE (Defense Planning, Programming, and Budgeting and Execution and The Federal Budget Process).
