SUPPORT SYSTEMS PROGRAM MANAGER
Program Manager will provide CMMI Level 3 program management support services within the scope of the program/project. Work involves planning, organizing, directing and managing the efforts of software development projects for a number of integrated mission planning components to include contributed development efforts provided by team members and stakeholders external to the core program organization. The individual selected:1. Oversees planning, organizing, directing, and controlling activities associated with the development of mission planning software.2. Responsible for cost/schedule management and control and the quality of mission planning software.3. Maintains close liaison with the CMS Financial Analyst and the Program Management Office to ensure activities related to the management and tracking of Earned Value are effectively executed for all applicable projects/programs.4. Maintains an effective quality management system to ensure process integrity and product quality are maintained during software development activities and responds to escalated QA non-compliance issues, as appropriate.5. Maintains an effective configuration and change management system to ensure proper configuration control of software and other assets.6. Performs risk management activities to minimize any adverse impacts to development projects/programs.7. Oversees development and submission of all Contract Data Requirements List (CDRL) products for timely delivery to the customer.8. Acquires, tracks, maintains and dispositions government owned materials and software when provided as part of program activities.9. Supports government testing organizations during development test (DT) and operational test (OT) in order to meet desired fielding dates.10. Represents the interests of MPDG at Working Groups, Program Management Reviews, Technical Interchange Meetings, and any other related forums.11. Coordinates with other MPDG program managers as needed to advance the capabilities of MPDG as an organization.12. Manages applicable portions of the indirect budget, as directed, to ensure budget targets are met and funds are used to the best advantage of the program.Additional Responsibilities include:1. Determine the most appropriate principles, practices, and methods to apply in all phases of assignments, including the approach to be taken, degree of intensity, and depth of research in management advisories; frequently interprets regulations on his/her own initiative, applies new methods to resolve complex and/or intricate, controversial, or unprecedented issues and problems, and resolves most of the conflicts that arise; and keeps senior management informed of progress and of potentially controversial matters.2. Review completed work for soundness of overall approach, effectiveness in meeting requirements, the feasibility of recommendations, and adherence to Task requirements and CMM/CMMI processes.3. Work involves: Staffing, training, evaluating, budgeting, marketing and status reporting for all aspects of the program.4. Endorse and implement company policies, procedures and must maintain a harassment free work environment.Requirements: Minimum of 15 yrs experience required without a Bachelors degree - OR -Nine (9) years of related experience - and a Bachelors Degree.A working knowledge of mission planning software developed for DoD and AFMPO Joint Mission Planning System (JMPS) and Portable Flight Planning Software (PFPS).Ability to manage quality of developed and integrated software to ensure quality standards are maintained IAW contractual and company requirements. This position requires exceptional communicative ability: to explain development strategies, concepts, and results to a wide audience with varied backgrounds and proficiency levels; to adeptly develop complex and detailed plans, reports, and other documentation for developed software; and to articulate assessments of software quality to our customers, the using community at large, and senior management. Experience with Primavera is preferred.U.S. Citizenship required.
