SR PROGRAM ANALYST
SENIOR PROGRAM ANALYST/SENIOR LEAD ANALYST NND08RR22T, Management System Office Must possess the education, experience and skills of the Program Analyst/Lead Analyst. This is a working leadership level position that applies a full spectrum of expertise in the oversight, application or analysis of business operating procedures to devise the most efficient/effective solutions and/or improvements to the process. Performs without routine guidance and provides guidance on a routine basis to less experienced analysts. Shall be able to work in a dynamic and multi-task work environment, and capable of prioritizing work and deconflicting task/project schedules. Directly interacts with the customer to analyze current business processes, determine business process improvement requirements, and propose streamlined business processes. Interview process end user to determine aggregate requirements and documents the findings.Shall be able to identify and document the functional and physical characteristics of configuration items, control configuration changes, record and report configuration status. Perform functional, physical, and system configuration audits. Be able to establish and support the operations of a Configuration Control Board. Provide expertise and advise on data management issues and advise on the propriety of data management practices. Maintain control over existing documentation and changes, as well as documentation under development; draft and review process procedures/ instructions. Perform trend analysis and recommend technical and management solutions where applicable. Be familiar with and gain knowledge of NASA Dryden Procedures/Instructions, and organizational structure as related to analyst requirements. Shall follow the safe practices and rules contained in the TYBRIN Corporate Safety and Health plan and other such rules and practices communicated on the job. Report status to Senior Technical Lead and/or Task Focal Point as required.Requirements: Education Required: Bachelors or Masters Degree in specialty field and 10 years or more relevant professional experience or Bachelors or Masters Degree in specialty field and at least 5 years professional experience, with lead analyst responsibilities Work Experience Req. (Yrs.): 5-10 years with BS/BA or MS This position requires all of the above attributes as they apply to the specific task order and work breakdown structure. This position will support the Management Systems Office (MSO) in the development, operation, evaluation and improvement of the Dryden Management System (DMS). This will include the support of special projects, studies and investigation requests to conduct feasibility assessments; projections of future DMS requirements; and recommendations on methodologies to acquire, develop, or enhance DMS processes. TYBRIN will support the MSO with developing the following tasks:• Develop DFRC Draft Annual Audit Plan• Compile the internal audit plans and conduct ISO/AS9100 audits (10-15 internal audits per year) with additional special audits such as Safety Management, Environmental Management, and Export Control. Must have AS9100 Lead Auditor Certification.• Support follow-up and resolution activities including root cause analysis. • Maintain the Integrated Corrective Action System (ICAS). • Provide an interface/facilitation between personnel and organizations in the analysis of problems and formulation of alternate solutions.• Provide written and verbal communication skills for the update of functional or operational documents and for the compilation/creation of system/workflow documentation• Support documentation and corrective action software application administration to include, at a minimum, user support, anomaly identification and reporting, software testing, workflow creation and maintenance, and process modification.• Post to database all production data incidental to producing and reporting status on a document, a form, or nonconformance activity.• Maintains up-to-date knowledge of applicable computer technology.This position will also provide support for NASA Directives by identifying and assessing DFRC processes and documentation that are affected by proposed and newly approved Agency Directives. This effort will aid in developing and modifying DMS documentation and preparing the DFRC responses.This position will also assist in analyzing, developing, and documenting Environmental Management System (EMS) policies, processes, and procedures to include the facilitating of the integration of the EMS policies, processes, and procedures into the DMS.U.S. citizenship required.
