We are currently recruiting for a Proposal Specialist. This role reports to the Manager, Proposal Operations (Proposal Center Manager). Responsible for maintaining an up-to-date Past Performance Repository. Proficient in researching, planning, analyzing, writing, and assembling the Past Performance volume. Ability to ascertain which Past Performances are most relevant to the Request For Proposal (RFP). Serve as Past Performance Volume Leader during proposal development, as directed. Also, responsible for maintaining the Resume Repository. Ability to collect unformatted resumes by functional capability, choose the strongest candidates, and tailor the resumes to a specific format. Ability to identify which candidates knowledge, skills, and abilities are most relevant to the RFP requirements and customer's needs. Ability to create a Resume Index and a Personnel Skills/Capabilities Matrix. Ability to function as the Lead for Resume development and to assist with the development of the Program Management volume. Prepare and write various sections of the proposal as necessary. Perform research and other Proposal Center duties as assigned.

 

Bachelor's Degree in Journalism, English, Business Administration, Public Administration, or other related field required. Experience in proposal preparation preferred.

 

Knowledge of proposals, understanding of content needed to meet Request For Proposal (RFP) requirements, and the means by which they are prepared. Effective written and oral communication. Good interpersonal relations skills. Effective personal computer skills. Ability to plan, organize, and schedule. Ability to work well under pressure. Ability to work well independently and as a team member. Prefer: Ability to format resumes as cameos, in single column, double column, and 1/3-2/3 layouts. Ability to tailor and format past performance abstracts and information. Ability to perform in-depth research. Knowledge of various military agencies. Ability to read and interpret the RFP and determine detailed requirements for both commercial and federal acquisitions. Ability to work independently and as a team member. Proficient in Microsoft (MS) Office Suite and especially with MS Word. Strong written and oral communication skills. General knowledge of contract files and proposal-related repositories. Flexible and willing to work overtime to meet proposal deadlines.

 

Must be a U.S. citizen with the ability to obtain / maintain a government security clearance.
