Proposal Manager/Life Cycle Manager
Leading International Defense organization seeking an experienced Proposal Manager/Life Cycle Manager to join their Phoenix based team!

Position is responsible for managing the internallife cycle management process and supporting the Capture Managers in bid andproposal. In addition, as part of an integrated team comprised of BusinessDevelopment, Capture (Program) Managers, and proposal support staff; work withthe Capture Managers to develop and articulate technical, management, andphase-in solutions. In concert with theCapture Manager, plan, coordinate the schedule for, select the membership of,and lead effective, results-driven storyboarding, kickoff, and review meetings.Be proactive in the conceptualization and development of strategic win themesand discriminators. Define and manage the proposal response schedule inconjunction with the Capture Manager. Perform quality check of all proposalsections and volumes. Responsible for accuracy and quality.
Responsibilities:
·Plans,appropriately tailors and uses relevant processes, including LCM (Life CycleManagement)
·Facilitates implementation of LCM, to propose andagree appropriate tailoring with the PMA (Program Management Authority) andLCM Champion and to help to embed the processes
·Leadsand supports development of white papers, capability statements, briefings andother materials associated with positioning to win new business.
·Developsmaterials and trains others in the processes and department services. Advises and trains Capture and Proposal Teamsin the process.
·Maintainsup-to-date knowledge of proposal requirements and techniques, developingmethodologies for implementing new proposal techniques as appropriate.
·Ensuresnecessary security and export regulations are followed and classifiedinformation is handled appropriately.
·Interfaceswith all appropriate departments in determining and implementing departmentalresponsibilities for proposal operations.
· Take end-to-end ownership and command of theproposal process, including response to Requests for Information (RFI),Requests for Proposals (RFP), Best and Final Offers (BAFOs), andclarifications, etc.
·Leadstoryboarding, kickoff and review meetings. Be proactive in the development ofstrategic win themes, pricing approach, and discriminators.
·Providedetailed guidance to proposal contributors and subcontractors.
·Communicateproposal-related requirements and status with senior management, asappropriate.
·Defineand manage the proposal/response schedule, in accordance with internal LCMprocess
