As the Director of Proposal Management responsibilities include the formulation of policies, procedures, methods, operating practices and performance standards for the Proposal Management Department; responsible for the employment, training, and discipline of assigned employees. Additional responsibilities include operational control over proposal projects, directing Volume Leads, Section Managers, Coordinators, and Production Managers; implementing proposal processes, sets; planning, organizing, and progress monitoring and coordinating the development of proposal outlines and compliance matrix; and works directly with the Capture Manager and the entire proposal team. Key proposal activities include: review and analyze Requests for Proposal (RFPs) and related documents; develop detailed proposal schedule and ensure adherence to all deadlines; work with Capture Manager to obtain appropriate writing and SME resources; prepare all supporting proposal development documentation (outline, team assignments, proposal management plan, schedule, kick-off meeting materials, storyboard templates, writing plans, etc.); and facilitate all color reviews (blue, pink, red, and gold). The Proposal Manager implements and adheres to developed proposal processes, implements and maintains the network and web-based proposal library (using the SharePoint collaboration tool), and is responsible for configuration control of all proposal documentation. The Proposal Manager reviews all proposal submissions for compliance with the RFP and inclusion of win strategies and win themes, and are responsible for all final production activities, including coordinating, desktop publishing, editing, proofreading, printing, and binding. The Proposal Manager provides research assistance and writes portions of the proposal, as required. The Proposal Manager develops proposal graphics or oversees development of graphics, as required. Strong verbal and written communication skills are essential, along with attention to detail and accuracy. The Proposal Manager should be an accomplished user of Microsoft Word and PowerPoint applications; experience with Excel and Project are desirable.QualificationsRequired Skills: This position requires Bachelors degree and 12 years of related experience; including management experience and 5 years of proposal management experience. Required Experience: Must have experience in proposal development / management in the Federal Government, Department of Defense (DoD), and Civilian information technology industries. Comprehensive understanding of the Federal Government?s and DoD?s bid and proposal process (to include Indefinite Delivery / Indefinite Quantity (ID/IQs), Blanket Purchase Agreement (BPAs), and Task Orders) is essential. Must be knowledgeable of the Shipley Associates Proposal Development (or other industry standard) Proposal Process. This position requires a solid knowledge of contract laws/regulations and experience reading and analyzing RFPs, creating proposal outlines and schedules, managing and coordinating proposal teams and work products, writing new material, editing written material, producing high-quality proposals under tight deadlines, proficiency with Microsoft Office, MS Project, and MS Visio, demonstrate a high degree of productivity while handling multiple tasks simultaneously, demonstrate innovation in approaching difficult problems, able to collaborate and work as a team leader, with dynamic interpersonal skills to interact with all levels of management, excellent organizational, written, and verbal communication skills required as well as the ability to perform comfortably in a fast-paced, deadline-oriented work environment.
