Position Description:Under direction of the Quality Engineering Manager, the incumbent will develop and implement product design improvements using manufacturing and/or A&T capability data. The incumbent’s secondary responsibility is the assessment and development of key characteristics/processes for each product line model.This position requires frequent contact with personnel both inside and outside the company, maintaining a close working relationship with Engineering, Manufacturing, Materials & Process Engineering, and Quality Assurance disciplines. The incumbent requires guidance on general assignment objectives and critical issues, but he/she is expected to make independent and unreviewed decisions on most technical and program matters. His/Her work is periodically reviewed for application of sound professional judgment in meeting overall program or process objectives.The Project Quality Engineer is a primary motivator and contributor to identify and initiate action to control and reduce variation into the design, manufacturing or A&T process. The incumbent will be responsible to identify, utilize and implement statistical practices to evaluate and to solve complex issues associated with state-of-the-art design, manufacturing or A&T processes. These statistical practices are not widely used nor practiced in the engineering trade, yet these practices are becoming a key element of the design and engineering process for optimizing quality and cost. Therefore, the incumbent is expected to generate creative solutions and exercise considerable judgement when executing his or her duties. The products of Moog generally are unique for each customer. Therefore, most new applications require a special, tailored design, even though adaptation of existing designs always should be considered where appropriate. The incumbent will operate either independently or as part of a Design-To-Cost team, which includes other department engineers. The incumbent will coordinate the work of Quality engineers and technicians and others who assist in specific assignments.During the design and development phase the Project Quality Engineer will be responsible to provide capability input and assess design requirements relative to current manufacturing and assembly capabilities. The incumbent must possess excellent problem solving skills and sound technical knowledge in manufacturing and A&T processes. The incumbent will present at Customer Design Review meetings manufacturing and A&T capability studies, Key Characteristic assessment data and statistical studies related to variation reduction (i.e., Design of Experiments, Regression analysis) as appropriate.The incumbent's responsibilities may include the direct supervision of up to four subordinate Quality engineers and/or Quality Engineering technicians. This would include setting their workload and priorities, counseling and conducting performance appraisals.To achieve the position of Project Quality Engineer, an individual will have a BS degree in Engineering, and eight (8) years experience with demonstrated knowledge of applied statistics and a depth of understanding achieved through experience in the design, manufacturing and assembly of complex electrohydraulic, electromechanical, or electropneumatic servomechanisms. A preferable option would be a Masters degree in Applied Statistics and four (4) years experience in engineering.ACCOUNTABILITIES:1. Develop process capability studies and gauge capability studies for the development and implementation of statistical process control plans. Champion modification of design and process requirements through interaction with Quality, Design, Product and Manufacturing engineering personnel. Provide an assessment of key characteristics and key processes for product line models.2. Perform technical tasks such as product improvement studies and participate on Design-To-Cost teams. The use of analysis techniques such as SPC, complex statistics, capability studies, regression analysis and design of experiments will be required.3. Train and educate functional groups in statistical concepts.4. Establish and monitor Quality engineering project budgets and schedules.5. Validate design problem solutions by performing capability studies and analyses.6. Document statistical analyses of design and test results with accurate and concise reports.7. Consult on new product design development efforts.8. Assist in interviewing, training, and counseling subordinate Quality engineers.9. When applicable supervise subordinate Quality engineers and technicians.
