Program Manager - Senior
This position is located in our VA, Fort Belvoir facilityOversees and coordinates the day-to-day operational aspects of GDIT's DTRA support services program. Responsible for formulating and enforcing work standards and best practices; resolving subcontractor performance issues; reviewing performance discrepancies; and communicating policies, purposes, and goals of the program to subordinates. Serves as GDIT's on-site contract manager and will be GDIT's authorized interface with the Government Contracting Officer (CO), the contract level Contracting Officer's Representative (COR), and customer agency representatives. Responsibilities: • Complete although not exclusive, operational decision making authority • Communicates daily with the COR, Government program and project managers; • Coordinates all program activities including all deliverables, presentations, and briefings; • Maintains program service levels and specifications; • Utilizes a formal change control process to ensure agreement on all objectives and tasks; • Lead quarterly technical and programmatic program reviews with the government and other reviews as required; • Implements, monitors, and controls the quality assurance plan Responsible for overall IT services performance. Assesses issues and develops resolutions to meet productivity, quality, and customer-satisfaction metrics and objectives. Develops mechanisms and action plans for monitoring progress, quality control, intervention, and problem solving. Monitors program to ensure scope of work, schedule, and budget are well defined and maintained. Oversees program performance to ensure compliance with TO and/or contract-level requirements. Experience must demonstrate abilities in tracking, analyzing, and responding to organizational financial metrics, and possess ability to interact successfully within senior corporate and customer organizational elements.Essential management functions include: • Knowledge of FAR regulations and requirements; monitoring and controlling contract-level budgets and financial tracking. • Maintaining and enhancing sound, positive customer and inter-company relations through frequent communication, applying a comprehensive understanding of needs, application of sound analyses, application of best practices, and outstanding communications (verbal and written). • Focusing on critical work initiatives and routine coordination of key marketing activities to ensure results are achieved. • Interacting routinely with key customers, clients, and area leads in order to address and resolve complex challenges. • Offering flexibility and broad responsiveness, including participation in customer and corporate strategic and tactical program management and planning efforts. • Developing risk management programs that identify risks, prioritizes them, and develops contingency plans. • Establishing quality control processes for controlling and coordinating performance on IT services. • Experience managing tasks with incentivized performance metrics.Essential Technical knowledge and experience include: • Candidate will have the level of knowledge, skills, abilities, and aptitude in IT services to support the deliverables of this contract, and to obtain the certifications designated. • Demonstrated excellence in planning, directing, and managing complex IT projects/operations of a nature similar in size and scope as referenced under this TO. • Working knowledge and experience administering and managing multiple IT tasks and substantial IT projects similar in size and scope. • Experience working with continuous process improvement techniques and initiatives that serve to maximize business value (e.g., Six Sigma, Lean, etc.) • Successful management and supervision of employees of various labor categories and skills in projects similar in size and scope as referenced under this TO. • Technical and administrative leadership of task compliance with industry accepted standards, FTS standards and user standards. • Knowledge of network design and operation, help desk support and operation, plus DoD and DA network security requirements. A Bachelor's degree in Computer Science, Information Systems, Engineering, Business, or other related discipline. This position requires a minimum of fifteen years experience, of which at least ten years must be specialized. Specialized experience includes: planning, directing, and managing complex IT projects/operations of a nature similar in size and scope (over 3,500 users).Mandatory: 15+ years experience managing programs and people Managing at least one program over $25M in valuePreferred: PMP Certified ITIL training and certifications TOP Secret Clearance IT BackgroundKnowledge and understanding of Army IT goals, objectives, and service operations are highly desired.
