Procurement Manager
Scientific Research Corporation, a leading Research and Development Company providing innovative solutions focused on advanced commercial technologies in the development of wireless communications, information, and sensor systems for Government and Commercial industries, has an exciting opportunity for a Procurement Manager, located in our Atlanta, GA Headquarters facility.
The successful candidate will be responsible for:
· Managing day-to-day Atlanta Corporate Headquarters procurement operations
· Effective procurements using contract vehicles such as subcontracts, material requests, purchase orders, conslting agreements, and other agreements.
· Serving as SRC corporate-wide Small Business Liason Officer.
· Ensuring customer service and alignment with company mission, values, and goals. Duties include personal preparation, negotiation, administration, and closing-out of subcontracts and consulting agreements.
· Employment, training, motivation and discipline of (currently) three assigned employees.
· Ensuring corporate-wide procurement data base and reporting, including small business plan reporting.
· Participating in continuous improvement program, recommends process changes, and assists in implementation.
· Support and promoting of teamwork, customer service, and positive interpersonal relationship techniques.
· Review and resolving issues that affect company procurement policy compliance and ensure satisfaction of legal requirements, company and customer objectives.
· Advising management of contractual rights and obligations and provide interpretation of terms and conditions.
· Establish and maintaining department budget, as requested.
Minimum skills and qualifications:
· Excellent communication, interpersonal and team-building skills
· Bachelors Degree in Business Administration, a related field or equivalent experience with additional training in contract law
· Fifteen (15) years contract or subcontract administration experience
· Management experience in U. S. Government acquisition regulations including FAR and DFARS
· Experience in FAR requirements for government property.
Desired Skills:
· Masters Degree
· Defense industry experience
· Effective customer service knowledge and skills
· Excellent analytical reasoning and problem solving skills
· Computer literacy and advanced computer skills with MS Office applications
· Experience with the following: ID/IQ, BOA, BPA, and master service agreements
· Familiarity with FFP, T&M, CPFF pricing arrangements
· Familiar with labor hour contracting, electronic components and systems, R&D/engineering services, and software
· Familiar with competitive and sole source justification requirements
· Working knowledge of automated purchasing, accounting, or ERP systems.
