Principal Systems Engineer-NPOESS Engineering Proposal Manager

Position is for the Engineering Proposal Manager for the National Polar-orbiting Operational Environmental Satellite System (NPOESS) program. The NPOESS program is developing the next-generation weather satellite system. Raytheon is developing the Command, Control, and Communications (C3S) segment and the Interface Data Processing/Field Terminal (IDPS/FTS) segments and is providing the Ground Operations and Support (GO&S) in addition to Federated Systems Engineering support. This engineer will be a member of the Program Management team, reporting to the Operations Manager and will assist in the technical oversight and support in the areas of engineering change management and proposal development. This is an excellent opportunity for an individual to participate in the front end of the business (business development) and contribute to growth of a strategically important program. Responsibilities include: * Tracking of informal requests to provide Engineering Estimates for changes to NPOESS capabilities. * Provide cross discipline and cross IPT coordination and oversight to ensure consistency of proposal artifacts and quality of proposal submission (Technical and Financial). * Tracking of formal requests for Engineering Change Proposals (ECP) and tracking status of program proposal responses to the prime contractor. * Plan, develop and maintain a schedule of program change and proposal development activities. Administration of proposal development activities to include scheduling/leading of meetings and coordination of activities in response to proposal requests to facilitate timely engineering responses. * Compiles cost, schedule, and technical elements in the development of proposals in accordance with Request For Proposal (RFP) specifications. * Leads and coordinates the collection and accumulation of cost, scheduling, and performance elements from functional departments. * Researches and analyzes historical data, develops cost models to support proposal efforts. * Responsible for analysis of proposal artifacts data for consistency and accuracy. * Develop/assist in development of proposal/ECP strategy * Coordinates activities and leads fact-finding meetings. * Supports the program office in collection and organization of information to support audits and reviews. Consolidate materials into presentation packages and present briefing to Program Management. Support customer review of proposal artifacts by organizing proposal artifacts in the NPOESS shared electronic folders. * Conduct should-cost and pricing reviews with management and customer representatives. * Conduct pricing reviews with management and customer representatives. Participates as a member of the contract negotiating team. * Acts as interface between DCAA and Program for ECP audits. * Record and track action items to closure. Organization of proposal artifacts and ensure effective access and safekeeping of proposal support materials * Continually strive for customer satisfaction by actively working to improve customer communication. * Improve proposal/ECP process with a goal of faster, briefer, more accurate submissions * Develop, coordinate, obtain concurrence, document and maintain currency of cost Estimating Relationships (CERs) * Provide training on proposal/ECP development * Provides support to the NPOESS Operations Manager for overall operations support to the NPOESS Program Office. * Occasional travel. Required Skills: * Requires a bachelor's degree in an engineering subject, plus a minimum of 8+ years of applicable work experience. * Minimum of 2 years in proposal development. * 2 years experience in preparing customer and/or management level briefings. * 1 year experience in preparing proposals, estimates, technical documents, and other contract deliverable items. * 2 years requirements analysis and management skills. * 1 year experience in schedule development, action item management, requirement change management and overall development and progress metrics. * Demonstrated ability to understand technical details of efforts underway, to summarize key concerns and follow through with development of action plans to correct or satisfy problem areas. * Proven teamwork and interpersonal skills. * Ability to effectively work with and communicate with all levels of management and individual contributors on the program team. * Requires frequent interaction with customers, product engineering teams, and management representatives. * Experience with Microsoft Office suite of tools, particularly Excel, Word, and PowerPoint. * Ability to manage and coordinate daily activity schedules using electronic collaboration tools (Lotus Notes, NetMeeting or others). * Occasional travel may be required Desired Skills: * Experience in preparing proposal artifacts, estimates, technical documents, and other contract deliverable items. * Previous experience with program operations related functions to include Finance, Contracts, Planning, Estimating, supply chain management. * Experience in using tools and metrics to manage development activity. * Demonstrated ability to understand technical details of spacecraft operations. * Ability to develop a strong business acumen * Ability to interpret and implement policies and procedures (Federal Acquisition Regulations, Customer and/or Raytheon) * Experience in collecting, organizing, and preparing technical data/documents for ease of access and review. * Flexibility and the ability to juggle/rapidly reprioritize. * Highly motivated, energetic, comfortable with initiating interaction with engineering, management and customers * Self-starter - proactive in determining goals and objectives and pursuing the necessary course of action. * Understanding of software development lifecycle models and program lifecycle modes. * Strong analytical skills. Education: B.S./B.A. in Aerospace Engineering, Systems Engineering, Electrical Engineering, Computer Science, Mechanical Engineering, Physics, Math, Earth Science, Remote Sensing. Equivalent experience accepted.
