Principal Specialist, Training - G2X Course
This position is located in our AZ, Ft. Huachuca facilityGENERAL SUMMARY: Performs expert-level development and delivery of highly complex training and educational programs for customer personnel; works under limited supervision; performs additional duties as assigned.PRINCIPAL DUTIES/RESPONSIBILITIES:Conduct classroom instruction and serve as observer/trainers at the Joint Intelligence Combat Training Center (JICTC). Of the 25 full time personnel, 10 personnel will conduct training for the G2X Course, 6 personnel will conduct Counterintelligence and Human Intelligence Management training for the Officer Education System as directed by the 304th MI Bn (Primarily MICCC and BOLC), 3 personnel will conduct 2X training for the Counterintelligence and Human Intelligence Basic Warrant Officer Course and 6 personnel will provide Counterintelligence, Human Intelligence and 2X scenario development and serve as observe/trainers for the JICTC. All 25 Contractor personnel will work together to provide Counterintelligence, Human Intelligence and 2X Training for the various 304th MI Bn tasks, to ensure continuity of training efforts. The contractor will maintain and update courseware as needed to ensure accuracy and relevancy of the material. Prior to conducting any instruction, the contractors performing under this subtask will attend instructional training as required. Furthermore, the contractor(s) will qualify on each module of instruction in accordance with existing procedures. EDUCATION AND EXPERIENCE:Bachelor's degree from an accredited college or university in education, training or related field of study or the equivalent combination of education, technical training, or work/military experience.Contract instructors must be proficient conducting and managing HUMINT and/or CI Operations at either the Brigade, Division or Corp level or other service equivalent. Prior experience within the Army intelligence architecture with particular emphasis on HUMINT and/or CI operations is essential. Must be knowledgeable of the Military Decision Making Process, Collection Management, Asset Management, Targeting, Human Intelligence Operations, S2X duties and responsibilities, Tactical Questioning, Analysis and the orders process. Experience with the Army After Action Review (AAR) process is preferred. Contract instructors must be able to act as Brigade and Battalion maneuver commanders during the Military Decision Making process. Knowledge of Intelligence Preparation of the Battlefield, current Military Intelligence organizations, equipment and capabilities, the Intelligence Life Cycle, Collection Management, Reconnaissance and Surveillance planning, and Enemy Order of Battle is important. Contract instructors shall possess current ITC or equivalent qualification or ITC refresher upon acceptance of employment if required. Contract instructors should have experience in test administration and the Army Systems Approach to Training (ASAT) computer system. Contract instructors shall be able to express themselves in English and meet oral and written grammatical guidelines in DA PAM 600-67. All applicants must possess interpersonal skills to effectively communicate with students.Contractor shall provide a resume, of not more than two pages, on prospective contract instructors outlining basic biographical data, jobs or duty positions held over the past five years, and any knowledge, abilities and experience, which should be considered in line with the scope of this contract. Contract instructors shall be U.S. citizens, have no criminal record, and have no history of drug, alcohol or unethical behavior. Contractor facility clearance of SECRET is required. Contractor employees shall be cleared to access SECRET classified information prior to commencing work on this contract. Additionally, the 6 personnel with duty at JICTC will have TS clearance. Contractor is responsible for processing employee security clearances. The 304th MI Battalion will ensure the required billets are available and access is provided IAW DD 254 process. Contractor employees will have no pending adverse actions, past actions or investigations concerning allegations of abuse in OIF/OEF or Guatanamo Bay facilities, failure to disclose fully are grounds for immediate dismissal. SKILLS AND ABILITIES: 1. Expert knowledge of the principles, methods, and techniques used in the development and delivery of training programs; 2. Expert knowledge of relevant software and computer equipment as required; 3. Demonstrated effective presentation and communication skills; 4. Ability to evaluate effectiveness of training programs; 5. Ability to serve as technical team or task lead; 6.
