Principal Program Engineer (PE)

The current Raytheon NCS Texas backlog is such that there is a need for more Engineering leaders to help execute this work. The work is spread across multiple programs that support at least two business areas, Combat Systems and Command and Control Systems. In addition to the backlog there are also significant pursuit activities for follow on and new work. Job Description: These programs will be run by a Program Engineer (PE). The PE will be responsible for all engineering activities, including the technical performance of the system and that engineering be accomplished on cost and schedule. The PE will partner with the Program Manager for overall program performance. The engineering effort will include transition of development programs to production, development of new capability and functionality on existing products and pursuit of new Mission System Integration (MSI) programs and Technology Development programs. The Program Engineer will serve as the primary point of contact between the engineering and program organizations, and are responsible to manage and coordinate multi-functional engineering resources to meet engineering cost, schedule and technical performance commitments. Key PE responsibilities include: * Bidding: Timely, accurate & executable bids * Process: Tailored, compliant & efficient processes * Planning: Detailed, networked execution plans * Staffing: Timely, value added resource quantities, skills & training * Execution: Performance that fulfills commitments * Reporting: Timely and accurate status reporting to stakeholders Other Responsibilities Include: Program execution and reporting; technical lead for various technology areas; key coordinator for various Raytheon division support and subcontractor support, periodic reporting to customer and program management, proposal lead/support. Detailed Responsibilities Include: Engineering Coordination on the program. * Responsible for overall IPDS tasks for engineering (facilitate tailoring session/replan) * Engineering Performance Assessment * Coordinate Engineering Plans (SE, SW, HW to lead planning for their areas: SEMP, SDP, HDP, I&TP, etc) * Define engineering Responsibilities, Accountability, and Authority (RAAs) Job Description: * Notify Responsible Engineering Functions of upcoming Cost Estimates * Consolidate engineering cost estimates for consistency and accuracy. Focal point for engineering content and issue resolution on bids (including ROMs) * Incorporate DFSS and CAIV into System concepts * Facilitate selection of Technical Performance Metrics * Identify R6Sigma projects (Risk and Opportunity Process Improvement) * Engineering Staffing and De-staffing * Primary interface for NCS Engineering to the Program Manager * Point of Contact for program information requests from Engineering * Plan and manage involvement of relevant stakeholders for engineering activities * Sign off the EAC (Estimate At Complete) for engineering at the program level * Manage Engineering Risks for the program -Define Risks/Opportunities and mitigation /realization plans * Participate in Risk and Opportunity Management Process * Other duties as assigned Required Skills: * 10 years experience in Systems Engineering * 5 years experience IPT Leadership and/or Program Management. * 3 years experience with Earned Value Management System * 3 years experience with Risk and Opportunity Management * 3 years experience with generation of Integrated Master Plans and Integrated Master Schedules * 3 years experience with generation of Engineering Estimates at Complete Desired Skills: * IPDS Tailoring, * MS Project, * Critical Chain Project Management, * Gating, * R6Sigma Specialist, * BOE Generation Required Education(including Major): Bachelor's degree in Engineering or related field Raytheon is an equal opportunity employer and considers qualified applicants for employment without regard to race, color, creed, religion, national origin, sex, sexual orientation, gender identity and expression, age, disability, or Vietnam era, or other eligible veteran status, or any other protected factor.
