PM with Military and Financial experience
This position is located in our VA, Arlington facility This position serves as a program analyst in support of the Director for Medical Systems, U.S. Army Medical Research and Materiel Command SAAL-TM Office. Major areas of support include MRMC's RDTE programs in basic science, applied research, advanced development and initial procurement under Budget Activity Groups 6.1 through 6.5. Additionally, USAMRMC has responsibilities in the coordination and oversight of ChemBio Defense programs, funded through the DOD R&D appropriation. Major contacts include the Army Program offices, OSD, and other Federal agencies involved in medical research.Major duties include Army medical program and budget analysis, preparation of executive summaries in a wide range of medical subjects, coordination and completion of Congressional staff actions, and review of requirements and capability documents as generated by the AMEDD and the Army Staff.Specific program analysis functions include evaluation and justification of new or existing medical programs, acting as the SAAL-TM Office point of contact for planning and programming funding requirements for MRMC, coordination of Command input to ASAALT operations, assisting the Director of Medical Systems in formulating and defending MRMC programs throughout the PPBE cycle, and participating in the update of relevant data bases in science, technology and acquisition systems.Receives broad general guidance and specific tasks from the Director of Medical Systems, SAAL-TM. Individual is independently responsible for individual project assignments within the SAAL-TM Office. Individual is accountable to the Director of Medical Systems for reporting on the work performed, and submitting all work products for review by the Director or his representative.Guidelines include Congressional legislation, OMB circulars, DOD directives and Army regulations which provide programming and budgeting policies. Additional guidance is received from the Director of Medical Systems, HQs, USAMRMC, OTSG, and the ASA-ALT.At peak periods there are demands for voluminous production and editing of program and budget documents and staffing documents. Possible conflicts may arise in work priority. At times, the individual and the Director's judgment will be necessary in balancing work products and due dates. EDUCATION AND EXPERIENCE:1. Typically requires 10 or more years of directly related experience in a specific functional area. 2. Masters Degree in a related field or the equivalent combination of education, technical training, or work experience. 3. Acquisition Level I or II Certified SKILLS AND ABILITIES: -Knowledge of the principles, practices, laws, regulations, and precedents which apply to planning, programming and budgeting of research, advanced technology, and procurement programs conducted by MRMC personnel.-Extensive knowledge of the financial management and program objectives of the Army, Department of Defense, Office of Management and Budget, and the Congress. -Knowledge of the organizational structure of the Army, including the relationship of appropriation and funds managers, and how the various organizational elements support aspects of research, development, and acquisition of medical products-Ability to communicate written and oral information in clear, concise and logical terms, and to maintain good working relationships with various Army and DOD personnel in Headquarters, USAMRMC, Army units, and other Federal agencies. -Working knowledge of Army and DOD financial management systems to include IRMIS, ASTMIS, JCBIS, STANFINS, and PROBE, as well as acquisition information management systems and standards.
