Job Description: Thales-Raytheon Systems Protocol Converter (ProCon) provides track and Flight Plan information from serial channels to the client. The ProCon Server accepts data from multiple external sites usiing appropriate Link protocol. A single TCP port is used for communication between the ProCon Server and the Client applications. This product has been fielded worldwide. Needed is a Manager I Software Engineering to assist the Section Manager in managing the ProCon Team of the C2/BFR Department. This team consists of 8 - 10 software engineers and testers specializing in the Protocol Converter functionality. Software engineers on this team participate in full life cycle software development - design, code, unit test, integration and maintenance. There is ample opportunity to travel and install systems. The ProCon software is developed in C and runs under the Linux Operating System. Candidate will assist in daily management of the team, including talent acquisition and retention, manpower planning, career development planning, appraisal processing and salary and promotion planning. Responsibilities include ensuring accurate time reporting of team members, generation of weekly status slides, participation in project status meetings, conducting weekly team meetings, providing technical guidance to team and ensuring personnel understand and follow all Common Processes. Must define and plan individual's tasks for every program, then gather and enter status in databases on a weekly basis. Section Managers act as Cost Account Managers and are expected to manage the budget for their team (on a program basis), generate variance reports as needed and monitor time charges. The successful candidate will possess strong communication skills and a proven ability to work within a large and diverse organization. In order to support multiple programs, the Section Manager must effectively coordinate multiple and changing priorities in order to meet program schedules and ensure customer satisfaction. In addition the candidate will be expected to assist in proposal and bid efforts for the product. Required Skills: Minimum of 6 years experience in full life-cycle software development. Proven leadership skills. Must have experience working in a defense environment. Ability to quickly come up to speed on technical and management efforts currently underway. Ability to multitask. Self-starter - proactive in determining goals and objectives and pursuing the necessary course of action. Must have experience with cost account management and earned value management. Must be familiar with software cost estimation process and methods, for originating and reviewing bids. Strong written and verbal communication skills and ability to work well in a team environment are essential. Must have the ability to obtain a Secret clearance - a US Citizen (no dual citizens). Desired Skills: Familiar with Critical Chain, Common Process Architecture, CMMI and Six Sigma. Experience using tools and metrics to manage development activity. Demonstrated mentoring and counseling skills. Experience with LINUX operating systems. Experience using Rational APEX environment. Experience with C/C++.
