Foreign Military Sales Program Analyst
This position is located in our VA, Rosslyn facilityApplicant should have strong analytical and communication skills, be self-motivated, detail-oriented and comfortable working with standard software applications and tools to analyze data and create summary reports and graphic depictions of trends and forecasts to support metrics and process analysis. Analyst will assist and provide support to the Office of the Deputy Assistant Secretary of the Army for Defense Exports and Cooperation (DASA DE&C). Support will be provided through Country Desk Officers (CDO) for 1) Europe or 2) the Far East, Americas, Africa and Mideast. The level of support will include providing research, background information reports and support materials for meetings and briefings.Responsibilities will include developing a variety of briefings, slide presentations, country papers, summary reports, information papers and talking points in support of visits, trips and meetings between senior U.S. and foreign government counterparts. Apply various DoD Directives, Army regulations, policies, and procedures to execute these tasks.Must be able to justify and support all proposed recommendations to Army and DoD personnel. Must be able to conduct rapid research, write analyses and reports in support of the Army position.Depending on job related experience and professional growth within the organization; the duties of the position may evolve into more of a Country Desk Officer/Country Programs Manager. The potential increased level of support will require the individual to be the primary interface with DASA DE&C's foreign counterparts. Increased responsibilities may include the full gamut of Army Armaments Cooperation activities for the countries and/or regions of responsibility, such as: in-country visits and hosting counterparts in the U.S., provide management oversight of actions with Army Program Executive Office/Program Management staff, work closely with government personnel to coordinate taskings and priorities, lead and coordinate the development of international Information Exchange Program (IEP) Annexes. Manage, monitor, evaluate and coordinate the execution of IEP Annexes. Resolve complex problems affecting numerous activities and units spread over large geographical areas. Initiate, develop and oversee the implementation of corrective actions and program enhancements. Bachelors Degree in a related discipline, or the equivalent combination of education, technical training, or work/military experience.2-5 years of related experience in Department of Defense or Department of State international programs highly desired. Must be knowledgeable of foreign affairs, have general understanding of military systems and technologies.Experience with US Arms Export Control laws and regulations desired. Knowledge of International Agreements desired. Must possess excellent written and oral communication skills and the ability to work effectively with all levels of US and Foreign government, industry and academia.
