Fisheries Biologist

The BDCP Action Area, the legal Delta, will be expanded to the Affected Area in the NMFS Section 7 biological opinion. Covered activities include diverting water from the Sacramento River, exporting water through or around the Delta, operating these water conveyance facilities, and other actions to conserve and/or restore the aquatic environment in the Delta. The NMFS works closely with U.S. Fish and Wildlife Service and the California Department of Fish and Game to address related fisheries issues. Aquatic ecosystem function, anadromous fish Endangered Species Act status, and life cycle habitat needs are some of the issues and areas where biological expertise will be focused.This position will participate (often independently or acting alone) in assigned technical groups, and providing guidance, data, summaries, questions, required technical products, preparing draft and final documents for NMFS approval and providing other information relevant to the requirement of ESA Sections 7 and 10, NEPA, and the Magnuson-Stevens Fishery Conservation and Management Act. Both spoken and written communication skills are needed to work effectively on controversial topics with other highly skilled and knowledgeable persons in small and often intense settings while meeting short deadlines with frequent controversial Provide technical assistance evaluating and analyzing effects of invoking different management strategies and conservation measures for salmon, steelhead, and sturgeon under ESA and NEPA. Develop written environmental and procedural documents including: Federal Register Notices, briefing documents, congressional responses, biological opinions, transmittal memos, NEPA documents and other related documents as needed and assigned. Candidates for this position will be subject to a government background investigation. US Citizenship required.QualificationsThis position requires an applicable functional area certification or two years undergraduate education in fisheries, biological sciences, aquatic ecology, natural resource management, or related scientific field. This position requires a minimum of five years of related working experience in the natural resource management field. Bachelors? degree is a plus.? Knowledge of anadromous fish life history, biology, and habitat requirements.? Proficient use of word processing programs such as Word and data spreadsheet programs such as Excel? Good logic development and communications skills (verbal and written)? Ability to work effectively in a small team environment and independently when needed? Skills to organize, analyze, summarize, and apply data summaries and science arguments The following would be a plus: Understanding of Federal laws and regulations, including the Endangered Species Act (ESA), and with particular emphasis on ESA section 10. Knowledge of Federal Register Notices (FRNs), research or enhancement permits, biological opinions, National Environmental Policy Act (NEPA) documents and Magnuson-Stevens Fishery Conservation and Management Act (MSA).
