US Citizenship required.The National Guard Bureau - Army National Guard Financial Service Center in Indianapolis, IN has a requirement for contracted Financial Analyst in support of the ARNG Bureau and its 54 States and Territories. In addition, the position is also required to provide support to testing and evaluation of DIMHRS software to ensure ARNG requirements are operational. The candidate will provide comments and suggestions as to the functionality of DIMHRS as well as work with DFAS and DIMHRS participating in the Joint Parallel Pay Test. The candidate will work in coordination with Headquarters in the ARNG effort to reconcile the pay and personnel databases. The candidate will prepare memorandums for the 54 States and Territories providing information, policy, and procedures regarding DIMHRS initiatives. This position will be located at the Army National Guard Financial Service Center in Indianapolis, IN.Required SkillsThis position requires a Bachelors Degree and a minimum of 5 years experience.Individual must have a working knowledge of DoD (National Guard) Defense Cash Accountability System (DCAS) plus an understanding of National Guard financial policies and regulations.Excellent coordination, administrative, communication and presentation skillsMust have extensive knowledge of software application testing techniques having the ability to apply this skill to DIMHRS testing and evaluation.Proficient in use of computers. Must be proficient in a variety of Microsoft office automation tools Familiar with MS Word, Excel and PowerPoint, Microsoft Access. Willingness to learn new applications and software.Required ExperiencePersonnel assigned to this task shall possess technical skills and expertise required to perform the functions with minimum guidance from the government. The employee must have knowledge of principles, theories, techniques, and practices of ARNG accounting and financial systems. Incumbent must have extensive knowledge of and ability to research procedures, legislation, and precedents controlling the activity under review in order to conduct reviews that provide information on which to base analysis, assessments, and recommendations. Incumbent must have extensive knowledge of software application testing techniques having the ability to apply this skill to DIMHRS testing and evaluation.
