Export/Import Compliance Manager
Position Summary Responsible for the direct management of the Export/Import Licensing function. Leads the development and implementation of internal policies and procedures related to export import licensing and compliance. Responsible for leading highly complex export import licensing and compliance with ITAR and EAR requirements and documentation for international export licensing applications. Empowered Official for the company with direct interface with Department of State and Department of Commerce and other government agencies on export/import license and compliance issues. Manages exempt level employees. Duties and Responsibilities Monitors compliance with ITAR and EAR requirements on all proposed and ongoing Alion international business, proposals and opportunities including required reporting, to minimize Alion’s exposure to adverse government actions. Researches and maintains an ongoing awareness of changes in the regulatory and licensing environment, reporting to management on pertinent developments. Participates in management review of proposals involving international business. Advises management of potential problems related to the performance of contract requirements in the international regulatory environment. Provides training and consulting with line management on issues rising from international business. Organizes project and task workloads and selects individuals most qualified for assignments on specific projects. Responsible for the employment, training, motivation and discipline of assigned employees. Acts as liaison between other departments, including Contracts, Legal, Financial Operations, Purchasing, Security, and Human Resources on import/export related matters including all foreign travel, and recruitment of foreign nationals. Education and Experience Bachelor’s degree in related discipline plus at least 8 years of directly related experience in export control or a Master’s degree and 6 years of experience, including three years Lead or supervisory experience. Experience should include extensive working knowledge with Departments of State and Commerce on export/import compliance issues. In some cases, educational requirements may be adjusted or waived for more than 12 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data. Knowledge, Skills and Experience Excellent communication and interpersonal skills. Must have excellent computer skills and PowerPoint presentation capabilities. Extensive knowledge of commercial law, ITAR and EAR requirements, and supplemental international business regulations and practices of government agencies. Exhibits initiative and a professional approach in recognizing, analyzing and resolving highly complex import/export problems, often requiring the development of innovative solutions to problems.
