· Candidate shall conduct remote base survey and interviews for refined data on areas of interest. This initial survey will be conducted after analysis of RFI and open-source materials have been accomplished to identify information gaps in the base’s CI/CS.
· Provides guidance on multiple technology products and services to address Control Systems and Critical Infrastructure (CI) requirements. Provides technical guidance and advice to the 262 IWAS staff in accomplishing specified technical team objectives.
· Shall coordinate between the Base Civil Engineer, Base Agencies, (Users, Safety, Environmental, Bio-Environmental, Fire, etc), outside agencies (Architect/Engineer, Airport/Base, local utilities, etc), Contracting Officers, and Contractors and their representatives for collection of Requests for Information (RFI).
· Shall collect and review responses from RFI, the Base Agencies and prepare data for input to designated personnel for scope refinements. Candidate will examine data gathered from RFI’s and determine the scope of the unknown/unanswered data and submit to 262 IWAS personnel for addition to system target list for site visit.
· Collect applicable CS data and materials to include product data material, cut sheets, design documents and drawings. Data will be organized and communicated to 262 IWAS personnel.
· Produce initial report on collected RFI and site survey data on base Control Systems (CS). This report will include analysis of base infrastructure and interdependent vulnerabilities, systems’ use analysis, and infrastructure component breakdown. A draft map of the architecture of the CI/CS will be provided to 262 IWAS personnel upon completion of site survey.
· Collects CS data and utilize AUTOCAD, Visio or other modeling software to create a model of the base control system. Model will be of a detailed 2D/3D nature showing major system nodes, identified vulnerabilities, systemic interdependencies, and nodal centers of gravity. The Model end results shall merit submission to the final customer.
· Candidate shall produce relevant documentation pertaining to base control systems. This documentation provided will be in the form of, but not limited to, a detailed analysis final report; utilizing data gained from RFI’s, the initial report on the base CS, and open-source data. The final report includes a fully detailed analysis of the base CS and how it manages the base’s infrastructure. The analysis includes process analysis, process interdependency, known vulnerabilities of the CS as applied, configured, or manufactured.
· Candidate shall work with designated 262 IWAS personnel to refine initial report data on specific areas of interest.
· Candidate shall create and administer training on CS. This training is provided to a trainer/instructor for the creation of class syllabus, class topic creation, equipment familiarization, and CI/CS overview education.
Requirements:
Master’s Degree and 5+ years of experience or Bachelor’s Degree and 7-10years of experience in mechanical, electrical or controls engineering.Demonstrated competency in areas of expertise.Provide leadership and direction for engineering of systems, system elements, interfacing systems, components, devices and/or processes.Possess extensive managerial, technical and/or business knowledge.Provide leadership in solving complex problems. Develops strategic and implementation plans.Prepares, reviews, documentation, specifications, test plans and procedures.
Following knowledge/skills:
Certifications in Control Systems, Networking and infrastructure design and installation are Preferred. A strong working knowledge of Windows XP or later and the following hardware systems: communications, network design, network implementation (servers, routers, switch, etc). and various control systems equipment...Ability to read and interpret blueprints, schematics and technical drawings.
Must have strong working knowledge of the following:
Control system network methodology and applicationGraphical modeling applications (i.e. AUTOCAD, Visio, etc.).Extensive experience in design, application and maintenance of proprietary control system technology to include Siemens, Honeywell, Invensys, GE and others.Shall have the ability to plan, organize work, and meet deadlines and have the ability to understand how a CS is manipulated to service multiple systems simultaneously. Must have the ability to make judgments about sensitive/confidential information. Demonstrated ability to work with a diverse client population is REQUIRED.DoD (Department of Defense) experience a MUSTMust be able to obtain a Secret Security Clearance
