The Contracts Manager provides hands on contracts administration and supervision of at least one direct report, in a matrix-managed, team oriented environment. Location: McLean, VA (8200 Greensboro)Relocation: NoPerformance Profile/Position Description:The Contracts Manager is responsible for supporting BearingPoint, Global Public Services Air Force business unit. The ideal candidate has extensive experience in managing the negotiation and administration of Federal Department of Defense contracts, ensuring contractual compliance with the terms and conditions of the contracts. Responsibilities include RFP analysis for risk and compliance, support of proposal efforts and Cradle-to-Grave administration of government contracts. Submits compliant proposals, as needed, by reviewing and analyzing information in response to proposal solicitations. Prepares and negotiates NDAs and Teaming Agreements, and administers contracts, including identifying contract risk. Provides continual review to ensure all terms and conditions are met and problems identified, resolved and mitigated in a timely manner. Ensures compliance with BearingPoint company policies and procedures. Performance Profile:· Ensures internal contractual compliance with the terms and conditions of the contract and designated management objectives, in addition to external compliance with applicable regulations· Negotiates contracts, including price, terms, and conditions, and reviews subsequent contractual documents for legal sufficiency prior to execution·Supervises staff and provides guidance and work leadership to contracts staff· Serves as point of contact with internal departments concerning specific contract questions, issues, and problems; Reviews requests for proposals and prepares proposals· Reviews and approves solicited and unsolicited proposals for submission to customers· Formulates and negotiates contract or subcontract proposal modifications; Reviews and negotiates teaming agreements· Reviews policies and procedures and provides input to management concerning operation of contracts department· Interprets contractual work requirements and obligations; Makes recommendations regarding contracts implementation· Maintains current knowledge of relevant contractual procedures and practices; Participates in special projects as required.·Demonstrates excellent customer service and people influencer skills. ·Responds to complex inquiries from the internal and external customers regarding contract obligations and payment issues, with high touch, professional and timely customer service focused verbal and written communications. Position -specific Required Skills:· Minimum of 5 years of direct work experience with Federal government prime contracts administration with multiple contract types including at least 2 of the following (Fixed Price, Cost Plus, Cost Plus Fixed Fee, Time and Materials and/or IDIQ service contracts)· Minimum of 5 years experience conducting independent contracts team reviews of Federal RFPs, RFQs and/or IFBs to ascertain applicable regulatory requirements and the associated level of business/financial/compliance risk. · Bachelors degree required · Minimum of 4 years experience with Federal FAR, DFAR, and CAS compliance· Minimum of 5 years experience with Microsoft Office applications (Excel, Access, Word) · Minimum of 5 years experience with the practices, procedures, and processes involved in contracts administration; knowledge of relevant laws, regulations, terms, conditions, and policies governing assigned contractsPosition-specific Desired Skills:· Professional Certification (CPCA) preferred·3 years Supervisory experience in contracts a plus·3 years of prior prime contracts administration experience in a Consultancy and/or Government Contracting firm strongly desiredBearingPoint is an Equal Opportunity Employer and does not discriminate on the basis of race, national origin, religion, color, gender, sexual orientation, age, non-disqualifying physical or mental disability or any other basis covered by law.
