Comms Tech Support Engineer II

The candidate will be a member of the BMDS Communications Systems Complex - Transportable (BCSC-T)/Deployables team and will work in a remotely-located team environment to ensure a major element of the national missile defense system is operational on a 24x7 basis. The candidate may be required to perform operations and maintenance for the Air Defense Systems Integrator (ADSI). The ADSI is a suite of automated communications equipment capable of receiving and transmitting messages in a variety of TADIL formats. The ADSI will be the key interface between the Aegis Weapon System and C2BMC. Various tactical data link configurations and modifications to include Satellite TADIL J (STJ), MIL-STD-3011C, and Link 16 must be maintained. Interaction with SIPRNet must be performed daily to retrieve and send status, operational plans, the OPTASKLINK, Satellite Access Authorization, NCTAMS Daily Comm Message, etc. Interaction with NIPRNet must be performed daily to retrieve and send status Defense Red Switch Network (DRSN). Regular COMSEC keymat updates are required for the encryption devices. Candidate may be required to * install, operate, and maintain Strategic/Tactical multi-channel satellite communications ground terminals, systems, networks, communication security services and associated equipment. * operate and perform periodic maintenance on assigned communications equipment, vehicles, and power generators. * provide support and training on Secure Voice STE and STU-III telephones, and conduct semi-annual inventories of all site Secure Voice Equipment. * manage multiple COMSEC Keys and Controlled Cryptographic Items (CCI) as well as have the ability to perform audits and train personnel in COMSEC procedures and the use of related equipment. * perform troubleshooting, preventive maintenance, and emergency maintenance on HW and SW components * be responsible for the handling, storage, account management, account inspection, auditing, and completion of reporting procedures for multiple classified COMSEC Keys and Controlled Cryptographic Items (CCI). * conduct semi-annual COMSEC reconciliation inventories for each item. * maintain all required COMSEC forms, regulations, inventories, and chronological and correspondence files for required semi-annual COMSEC Requirements Evaluation (CRE). The successful candidate will have a background in operations and maintenance, an ability to multi-task, and experience with installation and set up of remote operating locations including fielding to international locations. The successful candidate will be a team builder, and will possess outstanding written, verbal, organizational and interpersonal skills. Candidate must be a self-starting problem solver with the ability to work with military and civilian personnel in a potential high stress situation with limited supervision. This position is temporarily located in Tobyhanna (Scranton), PA where the candidate will support O&M and/or participate in system OJT. Eventually, the candidate will move with the BCSC-T to Vandenberg CA or Alaska (city TBD) for testing and then potentially overseas at a location still TBD. Required Skills: Required knowledge and experience includes: * fundamentals of network systems, system administration, system engineering, software development and contractor logistics life cycles * experience problem solving and troubleshooting complex, distributed DoD systems * understanding of, and experience with, Command and Control systems * performing COMSEC Keying and troubleshooting for critical encrypted circuits using KG-175X, KIV-7X, KIV-19, KG-84A, and AN/PSC-5Ds. * conducting user level upgrades on TACLANEs, STEs and radio equipment. * excellent knowledge of COMSEC equipment as well as strong telecommunications experience, to include working with network encryption devices, knowledge of analog and digital systems (secure telephone equipment, etc.), as well as plain/clear voice systems. * strong understanding of COMSEC accountability, policies and procedures, as well as knowledge of the procedures required for the issue and receipt of COMSEC equipment and materials to include inventory and mailing * experience configuring, maintaining, and conducting training for timely equipment fill and troubleshooting for critical encrypted circuits, i.e. KG-175X, KIV-7X, KIV-19, KG-84A, and AN/PSC-5D. * familiarity with DoD and USAF COMSEC policies and procedures with extensive knowledge of AFI 33-201 series. * expertise with CCNP/CCNA Network Admin CCNA/Security devices. * general familiarity with a STU/STE * the ability to perform in an accurate and timely manner, regular COMSEC keymat updates for the encryption devices * experience with RF systems such as link 11 or 16 for S-TADIL-J operations. * working knowledge of UNIX SOLARIS and Windows operating systems Desired Skills: It is desired for the candidate to have * software support/installation experience as well as knowledge of 24x7 operations and support processes at Regional and Combatant Command Centers (STRATCOM, PACOM, NORTHCOM, etc.) * experience in loading application SW, applying information assurance patches and performing vulnerability scans * knowledge of Missile Defense and/or military systems * command and control experience to include system architecture and network engineering * previous experience with Missile Defense and/or as a Command and Control operator or maintainer * experience with operations and maintenance of a satellite communications system in a deployed environment * a thorough working knowledge of the ADSI * basic understanding of Link 16 * basic CISCO IOS knowledge * knowledge of internal Cisco routing and switching * knowledge of Firewalls and Intrusion Detection System (IDS) * working knowledge of the DRSN * knowledge of COMSEC and COMSEC Loading Devices * familiarity with Promina/Voice equipment and JADE equipment * the ability to perform generator and air conditioning maintenance Required Education(including Major):Bachelor's degree in engineering discipline or an equivalent number of years experience maintaining, troubleshooting and operating Satellite communication terminal HW and SW.
