PRIMARY FUNCTION The program/project manager's primary emphasis is to achieve project objectives while managing cost, schedule, and performance. The areas of responsibility include project initiation, planning, execution, monitoring and controlling, and closing. The selected applicant will have the ability to work independently and effectively in a team environment. The applicant is expected to be detail-orientated, have the ability to follow standard laboratory operating procedures, health and safety guidelines, and work with minimal supervision. The duties of this position typically includes significant responsibilities in the areas of developing and implementing business plans, and developing marketing plans. MAJOR RESPONSIBILITIES 1. Ensures that all projects are executed and completed on time and within budget. 2. Utilizes project management skills in initiating, planning, executing, monitoring, and closing new and existing projects. 3. Writes project proposals and pre-proposal documents. 4. Develops project charter; WBS; project management plan; and quality, risk, procurement, and risk management plans etc., in coordination with study directors and other key stakeholders. 5. Communicates effectively with multi-disciplinary teams to monitor project progress, manage critical path activities, and to ensure adherence to key performance indicators. 6. Maintains and updates Gantt charts and other project scheduling tools to ensure that deadlines, milestones, and critical project phases are accurately documented. 7. Develops regular reports for external and internal stakeholders. 8. Defines project objectives, scopes, and resources necessary to meet client objectives in conjunction with research scientists and management. 9. Facilitates necessary internal and external meetings, and prepares necessary status reports to ensure project tasks are completed in a timely fashion. 10. Manages the performance of projects, communication, budget, and recommends reallocation of resources, as necessary. 11. Prepares, maintains, and submits reports (progress reports, time recording, and escalations). 12. Identifies new business opportunities by identifying client's research needs and drivers, and then matches them to BST capabilities. 13. Ensures the quality of each project. 14. Develops and cultivates strong customer and team relationships. 15. Ensures project team members operate within the established project management plan. 16. Recommends improvements to the program and project management process and assists in implementation of best practices. MINIMUM JOB REQUIREMENTS This position requires a Bachelor's degree with a minimum of five years experience in project management or a related field. Proficiency in MS Office applications, particularly MS Project 2003 or 2007, Excel, Access and Word is also required. PMP certification is a plus. Must be able to multi-task, utilize problem solving and interpersonal skills and think outside of the box. Must also be able to work extended hours when needed, and be a self-starter and a team player. The applicant must meet eligibility requirements, including U.S. citizenship, for access to classified information. PREFERRED SKILLS B.S. in Life Sciences or related field of study. Pharmaceutical experience and knowledge of clinical trials and the drug development process. Advanced knowledge of antibiotics and vaccines. Knowledge of EVMS practices. Excellent negotiation, sales, and or business skills. Highly developed skills in monitoring and controlling.
