Provide expert acquisition management, program management and technical support to Acquisition Flight Program Managers (PM) throughout the acquisition lifecycle to facilitate the effective, efficient acquisition and fielding of Force Protection systems at DOD bases/installations worldwide. Specific responsibilities include but are not limited to: Advise and assist in implementing program direction through the coordination and integration of all aspects of systems acquisition such as engineering, contracting, financial management, logistics, configuration management, test, etc. Advise and assist on all business aspects of the program to include requirements definition, budget formulation, contract strategy formulation, contract schedule management, contract risk management, program execution, contractor progress, financial status, future budget requirements, etc. Develop program documentation such as the acquisition program baseline, life cycle management plan, expectation management agreement, memorandum of understanding or agreement, system acquisition master plan, test and evaluation master plan, integrated support plan, and other documents required for program milestone decisions Prepare Request for Proposal (RFP) documentation such as statements of objectives, statements of work, evaluation criteria, performance specifications, instructions for proposal preparation and data deliverablesAssist in the planning, coordination, preparation for, and conduct of Requirements Boards, Readiness Review Boards, Acquisition Strategy Panels, and other milestone decision forums and presentations Assist in the planning, coordination and conduct of: site data collection and distribution; conceptual design development; RFP development and release; source selection; design reviews; in-plant visits; on site quality assurance visits; problem resolution; contractor and government test and evaluation Track and assess program progress, perform continuous risk management, and recommend strategies to adjust to proposed program changesSupport program contracting staff to provide suitable, timely, and accurate post-award contract documentation as requiredTrack timeliness and accuracy of contractor data deliverables and coordinate Government responsesPrepare/update reports, position papers and briefings as requiredCommunicate all program activities effectively and continuously monitor effectiveness in achieving program goals and objectives; support project status reporting through SMART and other data systems as requiredAssist in the coordination of IPT efforts involving all elements of the acquisition community Significantly contribute to fast-paced, dynamic team; be innovative, proactive, and solutions-oriented in supporting requirements and plansAssist in planning and execution of test events including developmental, operational, and interoperability testingRequired Experience
A Bachelors Degree or equivalent experience and a minimum of twelve years of progressive experience as a DOD acquisition manager/specialist are requiredLevel II Acquisition Professional Development Program Level certification in Program Management or equivalent civilian certificationExtensive knowledge of the RFP process and contract development Recent (past 5 years) experience with system development and integration, production, and fielding, and the Milestone C process to include support to numerous RFP development effortsAbility to effectively support project level activity and personnel interfacesExceptional ability to comprehend and compose contractual documentationExceptional written and oral communications skills Experience in program/project management
Preferred: Masters Degree Level III Acquisition Professional Development Program Level certification in Program Management Ideal candidate will have demonstrated experience in managing DOD programs of varying degrees of complexity under critical time constraints Experience in physical security/force protection technologies
