AF-642P-08-07 Senior Acquisition Specialist
Position Summary: Provide expert acquisition management support to the Advanced Technology Flight to facilitate the effective and efficient acquisition and associated development of Integrated Based Defense Security System capabilities.
Duties and Responsibilities:
" Provide expert acquisition management support to Advanced Technology Flight program managers.
" Serve as the technical lead for development projects such as the acquisition of new security systems and products to achieve a user defined capability for force protection; includes system development, product development and COTS qualification (e.g. sensors, assessment devices, communications, displays, delay/denial technologies, explosive detection, etc.)
" Advise and assist in the implementation of program direction, supporting an Integrated Product Team through the coordination and integration of aspects of systems acquisition such as engineering, procurement, financial management, configuration management, test, etc. to achieve the desired capability
" Advise and assist the program manager on all business aspects of the program to include requirements definition, budget formulation, contract strategy formulation, contract schedule management, contractor progress,
" Support tasks to accomplish contract risk management, report on financial status, project future budget requirements, business case development, etc.
" Identify and screen technologies for potential benefit in reducing risk ands cost as an element of integrated security systems.
" Provide insight in meetings/correspondence between the user and acquisition community to reflect user needs, provide tradeoff analyses to achieve defined goals.
" Support assessment of technical/implementation risks and other factors to help develop and deploy successful systems.
" Advise and assist the program manager in developing and executing acquisition strategies that lead to the successful development and qualification of force protection equipment and systems.
" Develop contractual documents to include statements of objectives, evaluation criteria, performance specifications, instructions for proposal preparation and data deliverables.
" Develop Determinations and Findings statements and Project Activity Statements for projects accomplished by agencies outside the Department of Defense (e.g. national labs, DoE, etc.)
" Assist in the planning, coordination and conduct of: market research, bidders' conferences, site data collection and distribution; release of draft RFP; response to contractor questions; release of final RFP and changes thereto; preparation, coordination and conduct of source selection to include team and facility identification, support resources, in-brief, proposal evaluations, fact-finding, clarification requests, documentation of results (e.g., proposal summary, decision document), contractor de-briefs.
" Support program contracting staff to provide suitable, timely and accurate post-award contract documentation as required.
" Review and evaluate proposals, system specifications, hardware and software test plans.
" Interact with the test and evaluation and requirements communities to structure risk reducing evaluation strategies that capture system performance, system limitations and lead to reports that facilitate program office management and users in making informed decisions.
" Monitor, track and report on contractor performance (e.g. cost, schedule and performance)
" Document system milestones, status and metrics in web-based AF SMART tool.
" Implement the IT Lean process to include utilizing the Security, Interoperability, Supportability, Sustainability and Usability (SISSU) checklist.
" Serve as project lead in the absence of Advanced Technology Program Managers
" Collaborate with ETASS, Mitre and Specialized Cost Services support activities to provide acquisition plans and project monitoring that consolidate the analysis of programmatic, acquisition, technical performance, schedule, test and cost elements of a project support to the Contracting Division.
Experience and Skills
Required:
" Bachelors degree
" Twelve (12) years progressive experience in acquisition strategy analysis and planning encompassing the design, engineering, specification, procurement, documentation, operation or support of systems or products.
" Experience in Air Force/DoD acquisitions processes and regulations.
" Level II Acquisition Professional Development Program Level certification in Program Management or equivalent civilian certification. Demonstrated experience is acceptable
" Knowledgeable in AF and ESC acquisition policy.
" Technical background in the management of software and systems development to include management of test efforts and updates to the Enterprise Information Technology Data Repository (EITDR).
" Possess a demonstrated ability to work independently under broad guidance.
" Strong ability to comprehend and compose contractual documentation.
" Effective written and oral communication skills.
" Possess a demonstrated ability to effectively operate within an Integrated Product Team (IPT) with members of leadership, group processes, interpersonal relations, and problem solving.
Desired:
" Possess demonstrated broad and in depth program/project management experience in the effective planning, organization and execution of projects.
" Masters degree in relevant technical or management discipline.
" Level III Acquisition Professional Development Program Level certification in Program Management.
" Ideal candidate will have demonstrated experience in managing DoD programs of varying degrees of complexity under critical time constraints.
" Experience in physical security/force protection technologies as well as knowledge of AF and DoD requirements for Force Protection and critical asset security, to include familiarization with tactics, techniques and procedures.
Duty Location: Hanscom AFB, MA
Travel: Travel to Air Force and contractor facilities in CONUS and OCONUS locations required; travel may be required 25% of the time.
