Senior Accountant OSPCD

The Mayor’s Office of Strategic Planning & Community Development (OSPCD) is responsible for short and long range planning of economic and community development efforts within the City.  A few examples of current OSPCD projects include: the redevelopment of Assembly Square – the largest private development in New England, the redevelopment of Union Square, and long-term planning to revitalize and transform the Innerbelt and Brickbottom areas.  The OSPCD Finance Division manages over $4M of federal, state and local grants, as well as City general funds annually in order to achieve its objectives.

 

Performs cash receipts and expenditures reconciliation’s of various financial systems (including the City’s General Ledger, HUD IDIS, and OSPCD’s QuickBooks systems) on a weekly, monthly, quarterly, and annual basis.  Also performs reconciliation’s of bank accounts to the City’s General Ledger.  Prepares journal entry requests, budget transfer requests, etc. to ensure accurate and complete recording of budgets, expenditures, and revenues.  Assists with the input and maintenance of budgets in the HUD IDIS, and City General Ledger systems.  Print reports from different systems to assist with analyses of financial activities.  Assists in the preparation of required financial reports to HUD and other organizations on a quarterly, semi-annual, and annual basis.  Performs analytical procedures of current and prior years’ financial activities as necessary.  Provides guidance and recommendations on accounting matters concerning OSCPD’s grant programs and other sources of funding.  Assists with Accounts Payable and Accounts Receivable for the department.  Assists in the preparation and reconciliation of weekly and monthly Payroll for the department.  Assists in the development of a policy and procedures manual and various other projects to be implemented under the provisions of Statement of Auditing Standards Statement No. 112.  This will include providing periodic reconciliation and oversight of the department’s revenue handling operations and internal controls.

 

REQUIREMENTS:

A bachelor’s degree in finance, accounting, business administration or related field required.  Minimum 1-3 years experience in public or private accounting.

 

Ability to prepare City and HUD financial reports.

 

Demonstrated knowledge of GAAP, financial analysis, and audit principles.

 

Strategic thinking, problem-solving, strong computer skills and organizational skills.

 

Experience with governmental accounting and HUD regulations is also preferred.

 

Salary up to $60,000.00 per year
